REPLACE TWO CABINS AT HOLLIS SITE, ALASKA

Scope of Work (SOW)

October 19, 2023

Background

The Pacific Northwest Research Station (R-26) manages the Maybeso Experimental Forest (EF) Administrative Site located in Hollis Alaska (Prince of Wales Island). Two national Great American Outdoor Act (GAOA) projects, co-located in Hollis AK, have acquired funding for construction renovations.

The Two (2) Cabin Replacement at Hollis is situated on an Administrative US Forest Service site (Federal Property). Replacement of these cabins will continue to provide critical research on the effects of timber harvesting and forest regeneration.

GENERAL REQUIREMENTS

1.0 Description of Services:

Base:

A. Commercially available design (Professional Engineer stamped) cabin per Bases of Design.

B. Demolitions and removal/disposal of exiting cabins, both (cabins) are approximately 600 ft2/each on wood/log purlin foundations. Disconnecting current utilities in preparation for new cabins.

C. Construct a permanent cement foundation for both cabins, utilizing a moister/waterproof barrier within the structure footprint.

D. Construct/assemble or hoist a modular 600 ft2 cabins onto the prepared foundations.

Establish electrical, water and sewer connections (to existing utility connections), finalize and complete both cabins per Bases of Design (BOD).

E. The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide construction services at the Hollis project site. All work shall be performed in accordance

Additives:

A. Additive 1: Construct a 120 ft2 wood front entry deck for cabin one.

B. Additive 2: Canopy/awning above cabin one’s deck.

C. Additive 3: Construct a 120 ft2 wood front entry deck for cabin two.

D. Additive 4: Canopy/awning above cabin two’s deck.

2.0 Location and Description

Maybeso Experimental Forest Administrative Site Maybeso/Hollis, Prince of Wales Island, Chilkat Road, Hollis, Alaska 99921

The Maybeso Experimental Forest Administrative Site Bunkhouse and cabins are located on Prince of Wales Island, Alaska. Located approximately 22 miles east of Klawock, (Hwy 924, Hollis Rd) and 29 miles from Craig (through Klawock) within Section 4, Township 74 South, Range 84 East, Copper River Meridian. Milepost 30 Klawock-Hollis highway. The Hollis- Ketchikan Inter Island Ferry is located 1.7 miles west of the Maybeso Experimental Forest Administrative Site (Hwy 924, Hollis Rd).

2.1 Accessibility

A. The work will be performed outside, the surrounding grounds/area are relatively level. There are exterior water bibs and power outlets on the Hollis bunkhouse building 150-200 ft away from the work site. Contractor is required to supply a portable toilet (Honey Bucket) for use during construction activities.

B. Contractor to coordinate with COR or Hollis Admin Staff for material laydown/staging areas and construction vehicle parking.

3.0 Performance Period

The expected completion date of this project is 240 days post Notice to Proceed (NTP).

4.0 Prework Conference:

A. Prior to commencement of work, the Contracting Officer (CO) or the Contracting Officer

Representative (COR) will schedule a meeting with the contractor to discuss the contract terms, work requirements and schedule. At the conference, the Contractor shall designate, in

Page 3 of 8 GAOA Two Cabin Replacement - WPAP# 675130 10/19/2023 writing, the name and phone number of the Contractor’s on-site representative and their contract responsibilities and authority.

B. A post award conference will be scheduled and held within 15 days after the date of contract award. The conference will be held online (Teams/Zoom) video call.

5.0 Contractor Representative

A. Provide an onsite contract representative who will oversee the performance of the work specified in this contract. Designate in writing to the CO, the name of the contract representative and an alternate(s) who shall have the authority to act for the Contractor on all contract matters relating to daily operation of this contract.

B. The Contractor’s representative and alternate(s) must have a minimum of mid level construction management, supervision and operational experience as well as be able to read, write, speak, and understand English. Notify the CO/COR at least 10 work days in advance of any subsequent change of personnel in this position. Replacement personnel shall have the same level or better experience as the person being replaced.

6.0 Hours of Operation

A. Monday thru Saturday 8:00 am to 5:00 pm B. Construction activity shall be limited to the hours between 8:00 a.m. and 4:30 p.m., Monday through Saturday, unless other hours are approved in writing by the COR (extended workhours may be negotiated). The Contractor shall conduct activities so that interference with the public shall be kept at a minimum. The project site shall be open to public access and free of hazards on weekends. Any activities requiring closure to the public shall be scheduled with the COR at least 7 days in advance.

7.0 Federal Holidays 2024

A. The Contractor will not be required to perform work on a national holiday, or the day the holiday is observed. In the event that a schedule coincides with a national holiday, the services normally scheduled for that day shall be performed either the day before or the day after the holiday. Government personnel observe the listed dates as holidays:

1) New Year's Day – 1st day of January.

2) Martin Luther King, Jr's. Birthday – 3rd Monday of January.

3) President's Day – 3rd Monday of February.

4) Memorial Day - last Monday of May.

5) Juneteenth Day- 19th of June

6) Independence Day – 4th of July.

7) Labor Day – 1st Monday of September.

8) Columbus Day – 2nd Monday of October.

9) Veteran's Day – 11th day of November.

10) Any other day designated by federal statute, executive order, or presidential proclamation.

B. When a holiday falls on a Saturday, the preceding Friday is observed. When a holiday falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not by itself be cause for an additional period of performance or entitlement to compensation except as set forth within the contract.

8.0 Qualifications of Contractor or Employees

A. The Contractor must be registered/licensed with a municipality and ensure all personal are recognized professionals or supervised by recognized professional in commercial construction.

B. The on-site supervisor shall have experience and demonstrated ability in both supervision and trades of work utilized to complete the contract.

8.1 Technical Approach:

All solicitations will be evaluated for contracting based on their proposed cabin floor layout plan, building materials and method of project delivery. This can be accomplished by submitting with the quote the following information:

(1) Sketch of cabin design (floor plan) and methods construction will be performed.

(2) Exterior, interior materials to be utilized.

(3) Project Schedule

(4) Construction and product warranties.

(5) List of personnel and equipment to be utilized.

9.0 Definitions (Methods of Measurement):

One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:

A. Designed Quantities (DQ). These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:

(1) As a result of changes in the work authorized by the Contracting Officer.

(2) As a result of the Contracting Officer determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

B. Staked Quantities (SQ). These quantities are determined from staked measurements prior to

C. Actual Quantities (AQ). These quantities are determined from measurement of completed work.

D. Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicles.

E. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract including necessary materials, equipment, and labor to complete the job. They will not be measured.

10.0 Requirements: Cabins/Decks & Awnings

A. Design/Construction shall be in conformance with the current edition International Building

Code (IBC) and as amended by the State of Alaska or local municipality.

B. Load Criteria

• Roof Snow Load: 40 PSF

• Wind: 152 MPH

• Seismic: Exposure D, S05 =0.369g, S 01 =0.365g, 1=1.5, R=6.5, Cs=0.08

C. Design Drawings: shall be stamp/approved by an licensed PE. The contractor shall inform the COR in writing of any deviation in the shop drawings from the requirements of the submitted drawings.

D. Foundations shall bear on compacted base course over compacted native material or structural fill. Concrete and concrete components shall be in conformance with the IBC. Use of calcium chloride is prohibited. Concrete reinforcing shall conform to ASTM A615 grade

60. Reinforcing shall be supported on well-cured blocks or approved metal accessories.

E. Plywood: shall be standard sheathing as graded by the American plywood association conform to APA PS1 or PS2 and bear that quality mark. All plywood shall be made with exterior type glue. Flat blocking shall be used at all plywood edges as noted on the typical details or shown in the plans. All plywood in contact with or within 6 inches of soil or designated as (P/T) shall be pressure treated in accordance with AWPA c-9, with ACZA to a net retention of 0.40 PCF.

F. Lumber: All workmanship and construction shall conform to IBC, chapter 23.

G. Treated lumber: all timber in contact with concrete or as indicated as (P/T) on the plans shall be pressure treated with ACZA to a net retention of 0.40 PCF in accordance with AWPA C2.

Field-treat cuts, holes or damage to treatment with Cuprinol in accordance with AWPA M4.

H. Wood connections and framing: All framing nailing shall conform to table 2304.9.1 of the IBC unless otherwise shown. Provide steel straps at pipes in stud walls as required by IBC.

B. PAYMENT: Payment will be based on work accomplished and accepted by the CO/COR.

The contractor may invoice monthly. A progress report shall accompany the invoice detailing work accomplished and hours per discipline expended.

12.0 Key Personnel:

A. Contractor’s Key Personnel: To be identified by the contractor (as appropriate), individuals knowledgeable to the construction process necessary to fulfill this contract.

B. Forest Service Key Personnel:

1) PNW Research Station, R-26 Engineering Staff

2) The Contracting Officer (CO) is the Contractor’s point of contact for business matters associated with the terms and conditions of the task order and interpreting task order requirements where disputes may arise between the parties.

3) Contracting Officer’s Representative (COR) is the Contractor’s primary interface with the Forest Service in the execution of the work and in communicating /coordinating technical activities.

E. Construct, assemble, install; Cabin one a Living Quarters (entry living room, kitchenette, bedroom, bathroom & shower configuration).

F. Construct, assemble, install: Cabin two a Labin (entry sitting room/laboratory, office and bathroom & shower configuration).

G. Additives: As contracted, 1: Construct a 120 ft2 wood front entry deck for cabin one.

2: Canopy/awning above cabin one’s deck.

3: Construct a 120 ft2 wood front entry deck for cabin two.

4: Canopy/awning above cabin two’s deck.

H. Remove and dispose of all construction materials used to complete cabin project.

15.0 Inspection and Acceptance

Compliance Inspection / Project Closeout:

A. The Contracting Officer or the Contracting Officer's duly authorized representative will periodically inspect work completed to ensure compliance of assigned Tasks, Project Specifications and accept the supplies and/or services to be provided under this contract.

B. Inspection and acceptance will be performed by the COR, at contractor’s request.
