2020-2021 Public Awareness Campaign Media Buy Scope of Services
The Department of Fire Services (DFS) seeks to contract with a media-buying agency to develop and execute a statewide media buy for three existing campaigns: Smoke Alarms: A Sound You Can Live With, Cooking Fire Safety, Keep Warm, Keep Safe and Smoking Fire Safety. The campaigns will utilize existing television spots in English and Spanish for television and radio, but can include a social media component as well. Preference is for smoke alarms to run October-November and again last week of January; cooking to run November – December; Keep Warm Keep Safe to run January into February, and Smoking to run in the spring (realizing that presidential election might make this economically unfeasible).
Vendor to negotiate bonus spots and web presence as additional components to campaign. After DFS has approved media recommendations, vendor to handle all logistics pertaining to campaigns including schedules, delivery of spots, and final run schedule. At conclusion, vendor to provide final presentation that includes side by side comparison of proposed media buy with actual media buy. By spot, this should include information indicating when the paid and bonus spots were received, including date and timeslots the spot(s) ran, by campaign. Screen shots of online bonus material or email notification when it is live are expected.
Subcontracting should appear seamless to the Commonwealth’s eligible entities. Subcontractors must be identified in the Statement of Work (SOW) for the eligible entities. The Office of Supplier Diversity (OSD) and/or eligible entities reserve the right to approve or reject any and all subcontractors identified by the awarded bidder. The portion of the SOW that addresses subcontracting, subcontractors, and their work must include a clear description of the work to be performed, capabilities and qualifications of the subcontractor to perform such work, breakdown of costs, hours, and method of payment.
Quote should break down consultant fees and actual cost of media buy.
Please include a brief description of any relative past experience you have on similar projects, or any other information you feel relevant for consideration.
Service Costs: $75,350.
