About this file

This is an amendment to a Coordinated Family and Community Engagement (CFCE) Grant Application issued by the Massachusetts Department of Early Education and Care (EEC) for the towns of Arlington and Lexington. The amendment modifies the original contract awarded in July 2023 and resets the grant timeline to run from January 4, 2027, to June 30, 2028, with an initial six-month duration and one renewal option for an additional year. The procurement seeks applicants to provide CFCE services meeting the needs of children and families in these communities. The grant calendar establishes key dates including the application release on September 22, 2026, submission of written inquiries by October 5, 2026, with responses estimated by October 13, 2026, and a final application submission deadline of October 27, 2026. The contract start date is estimated for January 4, 2027. Applicants must submit an intent to bid by September 29, 2026, to gain access to the EEC Finance application portal and must register in the system if not already registered.

The total estimated funding available is $41,886.00 distributed between two towns: Arlington will receive a maximum of $23,089 and Lexington a maximum of $18,797. EEC expects to award up to two grants but reserves the right to award more or fewer grants if deemed in the best interest of the Commonwealth. Eligibility requirements include certification of compliance with the MBTA Communities Act (G.L. c. 40A, §3A) and Massachusetts General Laws, as verified by the Executive Office of Housing and Livable Communities. The amendment adds new requirements for lead agencies, including participation in implementing a new CFCE name, messaging, and visual identity, participation in rebranding training provided by EEC, and use of brand guidelines and renewal grant funds to support local rebranding activities. The grant includes a mandatory family survey to be administered via QR code to assess program utilization and impact, with responses potentially shared with EEC staff, approved researchers, or as required by public disclosure rules.

ELIGIBILITY REQUIREMENTS (Original Grant Application/RFR Page 3) The MBTA Communities Act, G.L. c. 40A, § 3A, requires 177 cities and towns that have - or border communities with - MBTA rapid transit or commuter rail stops to zone for multi-family development. The Commonwealth's standard terms and conditions applicable to grant awards require recipients to certify that they will comply with the Massachusetts General Laws (which includes the MBTA Communities Act).

Which EEC grants are subject to the MBTA Communities Act?

All discretionary state grants that EEC has with any of the 177 cities and towns that are subject to the MBTA Communities Act. This includes CPPI, CFCE, and any other grants EEC has with these cities/towns.

When a grant must be reviewed for compliance with the MBTA Communities Act:

The grant must be evaluated for compliance (1) at the time of award, and (2) at the time of contracting. If a municipality is found to be out of compliance at either point, they are no longer eligible to receive the grant. However, if a municipality falls out of compliance after contracting, the awards shall not be rescinded.

The receipt of Coordinated Family and Community Engagement Grant Application/RFR grant funds is contingent upon the grantee being able to certify that it will comply with the Massachusetts General Laws, including G.L. c. 40A, § 3A, the MBTA Communities Act.
