About this file
Summary
This document is Appendix B of the FY2027 CFCE Budget Guidelines issued by the Massachusetts Department of Early Education and Care (EEC) for the Coordinated Family and Community Engagement (CFCE) Grant Program (Fund Code 237). The guidelines establish comprehensive budget parameters and expenditure protocols for organizations awarded grants to provide CFCE services in designated Massachusetts communities, including Arlington and Lexington. The document outlines ten primary budget categories: Personnel (salaries for administrators, coordinators, educators, specialists, and support staff); Contractual Services (payments to non-employees including consultants, educators, and subcontractors); Supplies and Materials (instructional materials, technology, and non-instructional supplies under $5,000 per unit); Travel (in-state expenses for staff, with limited out-of-state travel permitted only for the ParentChild+ annual conference with cost-sharing); Other Expenses (advertising, transportation, rent, utilities, food integrated into curriculum, and maintenance); Fringe Benefits; Capacity Building (professional development and training); Equipment (Minor) (items with useful life exceeding five years and cost under $5,000); and Indirect Costs and Administrative Expenses (capped at 10% of allowable budget categories).
The guidelines specify detailed narrative requirements for budget submissions, including calculations, subtotals, and explanations for each line item. Personnel budgets must document full-time equivalents (FTE), staff numbers, hourly requirements, and duties; contractual services must itemize individual contractors with rates and hours; supplies exceeding $1,000 must provide category breakdowns with quantities and unit costs. Technology equipment including laptops is limited to $1,500 per unit and tablets to $1,000 per unit. Food purchases are allowable only when intentionally integrated into curriculum activities promoting literacy, nutrition education, and social skills development, and cannot support council or staff meetings. ParentChild+ conference attendance requires cost-sharing with other funding sources, with one or two staff members permitted with prior EEC written approval. The indirect cost rate is capped at 10% of all allowable budget categories, and stipends, renovations, and indirect costs themselves cannot be included in the indirect cost calculation.
