1.3.3. The contractor shall provide the following information for each circulating parts cleaner:

1.3.3.1. Two (2) copies of manufacturer cut-sheets describing the make and model for each parts cleaner. The cut-sheet shall have at a minimum the following information: make, model, length, width, depth, drain diameter, and fluid spray operating pressure.

1.3.3.2. Two (2) copies of the Safety Data Sheet (SDS) for each solvent used in the recirculating parts washer and immersion cleaner.

1.4. Contractor shall send a bi-monthly report to 802 CES/CEIEC identifying the location, the recirculating parts washers and immersion cleaners, the amount of solvent reclaimed for each unit (gallons), and the amount of new solvent added (gallons) for each unit.

1.5. Contractor shall properly manifest all waste solvents prior to leaving the installation. There are separate Environmental Protection Agency (EPA) ID numbers for each JBSA location; therefore, the contractor shall have manifests signed prior to leaving the gate at either location. The contractor shall notify 802 CES/CEIEC personnel one (1) hour in advance of requiring signatures on a manifest.

1.5.1 The JBSA Pollution Prevention (P2) Plan covers source reduction and waste minimization and stipulates that each hazardous waste generator has a directive to implement procedures that will minimize or eliminate hazardous waste generation. Contractor will implement a TCEQ approved Continued Use Program or equivalent, which re-uses the spent solvent as a product in triple-rinsing containers. The contractor’s Continued Use Program shall change the classification of the material from “hazardous waste” to “recyclable material” which is not counted against JBSA Hazardous Waste generation totals for regulatory reporting, thereby exempting the solvent from all hazardous waste regulations and requirements.

1.6. All equipment and services supplied by the contractor shall conform to applicable safety and health standards as indicated in the current OSHA 29 CFR 1910 (Subpart N - Materials Handling and Storage). All equipment and services shall also comply with the General Provisions and Standard Exemption No. 2 of TAC 30, Part I, Chapter 116, Subchapter C, § 116.211. The contractor shall replace equipment found not to be in compliance with either of the regulations above at no cost to the government.

2. TIME LINE. Contractor shall install the recirculating parts washers and immersion cleaners at each location specified in Table 1, one (1) week after contract award.

3. GOVERNMENT FURNISHED SERVICES. The Government shall provide necessary utilities for the contractor to operate the recirculating parts washers.

4. HOURS OF OPERATION

The contractor shall perform the customer required services under this contract from 7:30 AM to 4:00 PM, Monday through Friday, excluding government holidays.

4.1 RECOGNIZED FEDERAL HOLIDAYS:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance. Days declared as AETC Family days or down days are not considered Federal holidays.

5. BASE CLOSURES

Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base. Contractor shall invoice for services not rendered to the Government.

6. TRAFFIC LAWS

The Contractor and its employees shall comply with base traffic regulations.

7. WEAPONS, FIREARMS, AND AMMUNITION

Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on JBSA Randolph, Seguin Air Field, and JBSA Canyon Lake Recreation Areas.

8. FOR OFFICIAL USE ONLY (FOUO)

The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
