About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The document serves as a procedural guide for vendors submitting quotes on a micro purchase opportunity designated as "Branch Oct." in Pennsylvania. The checklist outlines a thirteen-step process that vendors must follow to submit compliant quotes, including completing a General Tab where vendors confirm their Local Business Entity (LBE) certification status, an Items Tab where unit costs are entered for each line item, a Questions Tab for mandatory questions, and a Terms & Conditions Tab requiring acceptance of bid terms and download of all attachments.

The micro purchase will be awarded as a whole or by individual line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for whole award consideration. Key submission requirements include an executed Consent & Authorization form on file in the vendor profile, completion of all mandatory attachments, and optional submission of the LGBTQ Applicant Opportunity Data Form. Vendors are instructed not to deliver products or provide services until receiving formal notification from the department. All red validation warnings must be addressed and cleared before quote submission through the PHLContracts.phila.gov portal.
