About this file
This file is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes on the RGR-FY27 micro purchase opportunity in Pennsylvania. The document outlines the procedural requirements for completing and submitting a bid, including navigating the online portal, selecting the appropriate seller role, and progressing through multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must quote all items to be eligible for award as a whole or by line item, whichever serves the City's best interest. The micro purchase will be awarded to the lowest responsive and responsible bidder, and vendors are instructed not to deliver or provide services until notified by the department.
The checklist emphasizes several mandatory compliance requirements for bid submission. Vendors must complete all validation steps, answer questions regarding Local Business Entity (LBE) certification status, enter unit costs for each item, accept the terms and conditions, and submit a properly executed Consent & Authorization form with their quote. The document also references an optional LGBTQ Applicant Opportunity Data Form. All required attachments must be uploaded through the Attachments Tab before submission on the PHLContracts platform at www.PHLContracts.phila.gov. No quotes will be considered without the required Consent & Authorization form on file.
