About this file

This document is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through its PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes in response to the "Desk PM / CPSD" micro purchase opportunity in Pennsylvania. The solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award consideration. The checklist does not specify response dates, due dates, site visits, or bidder conferences, nor does it indicate an award date or contract term details.

The seller checklist outlines the required submission process including verification of seller role, completion of general information tabs, entry of unit costs for each line item, responses to mandatory questions, acceptance of terms and conditions, and submission of required attachments. All vendors must provide an executed Consent & Authorization form in their vendor profile; quotes will not be considered without this document on file. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. The checklist notes that the Local Business Entity (LBE) Program does not apply to small purchases but requires vendors to answer the LBE certification question to proceed. Vendors are instructed not to deliver services or provide products until receiving notification from the department.
