· Keep concept note narratives to 4 pages (or 5 pages for consortia applications) using the recommended template in Times New Roman or Calibri, 12-point font, on letter-sized paper, with one-inch margins.
· Use the summary table below as a cover page; it counts toward the total page limit. Do not add any other cover page.
· PRM will strictly enforce page limits and will not review any narrative pages beyond the limit, which could negatively affect your concept note’ score.
· PRM strongly recommends submitting concept notes in Adobe PDF format because Microsoft Word page lengths can change under certain settings and may appear different to PRM reviewers or extend documents beyond the page limit.
· Submit all documents and attachments in English.
· You may adjust the spacing and formatting of the documents so long as you provide the requested information under each section.

1. Brief problem statement, description of target population with anticipated number of program participants, percentage breakdown of populations and vulnerability criteria used to identify program participants
· Describe the current or anticipated needs this program aims to address, including the gaps it will fill and why your organization is best suited to provide this assistance.
· Provide specific evidence from assessments, including protection risk and gender analyses, and other relevant background information collected to identify the needs of the target population. Include dates and sources of information.
· Describe the anticipated program participant population, including the process of participant targeting and selection. Explain how you will identify refugees, returnees, and host community members, and what actions you will take to include potentially vulnerable and underserved groups.
· Clearly show that refugees, returnees, stateless persons, vulnerable migrants, and/or other persons of concern will make up at least 50 percent of the participant population.
· Using the most recent data available and citing sources, provide the anticipated demographic profile of the program’s participants including the numbers of refugees, IDPs, returnees, host country nationals, etc., as well as locations, gender, age, and any other unique factors or vulnerabilities.
2. Program description, duration, and location
· Describe the program, including key activities, the implementation plan, and any implementing partners and their roles.
· Explain the strengths of the proposed program and how it addresses the identified needs, targeted populations, and expected outcomes.
· Identify goods or services to be provided.
· Assess and analyze how the proposed program will uphold Sphere Protection Principles and mitigate potential protection risks. If the standards differ from Sphere’s Core Humanitarian Standards, justify the variance.
· If applicable, explain why the program needs multi-year funding to succeed and how the activities in year one will lead to outcomes and impacts in years two and three.
· List the specific locations of the proposed activities, including names of camps, provinces, districts, villages, neighborhoods, temporary accommodation centers, etc. Provide GPS coordinates where available and appropriate. If the locations are not yet known, explain how the sites will be chosen.
3. Proposed outcomes and impact of the program
· Describe the program’s proposed outcomes and impact. Define outcomes and impacts as results or effects caused by the program activities.
· Outcomes can be short-term or long-term, intended or unintended, positive or negative, direct or indirect.
· Impact refers to higher-level effects of the program that occur in the medium or long-term and can be intended or unintended, positive or negative.
4. Summary of the organization(s) and experience doing similar work
· Describe the organization’s relevant experience working in the proposed location and sector(s).
5. Organizational structure
· Provide details on the organization’s management structure for the proposed program, including specific management plans.
6. Consortia concept notes ONLY
· If applying as a consortium, describe how it will be organized. Explain how you will manage lines of authority and decision-making among all team members and between the lead applicant and associate awardees.

b. Budget summary, broken down by year for the proposed program period. (Note: PRM’s recommended budget summary is found as a tab on the Budget Table template. Budget summaries should be submitted as an attachment under the “budget narrative” attachment form in grants.gov.)
c. Completed SF-424 and SF-424A signed by the Authorized Organizational Representative, and SF-424 B (if applicable). These forms are found on grants.gov.
