About this file
This file is a Questions and Answers document issued by the Florida Department of Management Services, Real Estate Development and Management division, on behalf of the Florida Fish & Wildlife Conservation Commission for ITB-REDM-12122025 regarding roof replacement at the South Region Headquarters located at 4050 Esplanade Way, Tallahassee, Florida. The project scope encompasses roof replacement and associated work including sensor replacement, siding removal to accommodate new flashing, and lightning protection system installation. Bids are due on Monday, January 5, 2026, at 2:00 P.M., with bid opening scheduled for Tuesday, January 6, 2026, at 2:00 P.M. The project sits on wetlands with restricted equipment access limited to the front of Building A and the back service road of Building C only. Anticipated working hours are from 6:00 A.M. to 5:00 P.M. A superintendent may serve in multiple roles on the project, and the bidder must be responsible for all trades, with a General Contractor license required.
The specifications require adherence to drawings and technical requirements with no manufacturer substitutions permitted; all conductors must be surface-mounted in rigid conduit rather than concealed. The project includes existing roof damage from leaks that must be addressed, and all siding will be removed from raised roof sections to accommodate new flashing as needed. Clarification regarding ground ring installation requirements and feasibility given site conditions including wetlands is addressed in Addendum #1. Contractors must comply with state reporting requirements for scheduling and progress as outlined in the sample contract available on the DMS website. No extension of the bid due date will be granted.

13. Is there existing damage from leaks on the roofs to be replaced? Yes
14.
Please provide elevations showing the raised roof sections. There is not a clear view of this in the plans and no access was given to view these areas at the site visit.
No elevations will be provided.
15.
The specifications reference concealed conductors;
however, full concealment within wall cavities would not be feasible without significant demolition down to the structural framing, which does not appear to be included in the project scope.
Please confirm whether surface-mounted down conductors installed in rigid conduit on the exterior of the building are acceptable where concealment is not feasible.
Yes, all conductors will be surface mounted.
16.
The specifications reference a ground ring installation.
During prior discussions, it was noted that a ground ring may not be feasible due to the site conditions, including wetlands. Please confirm whether the ground ring requirement has been eliminated or modified.
Additionally, please advise whether existing sidewalks, parking areas, landscaping, or other hardscape elements are expected to be removed or restored as part of the grounding scope, or if alternative grounding methods are acceptable.
See Addendum #1.
17. Is there a possibility of extending the due date? No.
