About this file

This Addendum 2 document is a comprehensive question-and-answer clarification issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 26/27-22C, "St Pete Campus Fire Alarm Replacement," covering a 140,000-square-foot multi-building campus fire alarm system replacement project. The project scope includes complete replacement of all fire alarm system components, cabling, and conduit (with reuse of code-compliant existing conduit only), installation of new fiber optic infrastructure between buildings, integration with building automation systems, elevator systems, generator/transfer switches, fire pump systems, access control systems, and voice evacuation capabilities. The addendum addresses 128 detailed questions from bidders regarding system specifications, equipment replacement requirements, existing infrastructure reuse, integration with multiple building systems, and project execution procedures. Responses clarify that all responses must be received by 4:00 p.m. ET on October 26, 2026; the mandatory site visit occurred on September 17, 2026; and bidders must be prequalified for contracts exceeding $200,000. The contract includes a substantial completion period plus a five-year warranty term. Key clarifications include confirmation that the existing Simplex fire alarm system must remain operational throughout construction, the contractor assumes responsibility for the existing system upon Notice to Proceed, fire watch procedures are contractor-provided when systems are disabled for more than four hours in a 24-hour period, and the fire alarm contractor serves as the prime contractor responsible for coordinating and paying all fees for third-party vendor work including elevators, generators, BAS programming, fire sprinklers, and access control systems.

The estimated project budget is $1,406,617. Addendum 2 clarifies that bidders must submit proper prequalification documentation, bid guarantees of not less than five percent, performance bonds and labor/material payment bonds of 100 percent, and evidence of liquid assets of at least five percent of the bid amount. Contractors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, plus commercial automobile liability with $1,000,000 combined single limits. For projects of this value, on-site field supervision through a named superintendent and performance of no less than 15 percent of management and construction work with own employees are required. Only Certified Electrical, Certified Mechanical, or Fire Alarm Certified Contractors are permitted to bid as prime contractors; general contractors with fire alarm subcontractors are not allowed. The project requires a non-proprietary system design with perpetual software licenses transferred to the owner, all software updates included in the warranty period, and unrestricted future maintenance access by any licensed fire alarm contractor. The contractor must provide comprehensive training, shop drawings approved by the State Fire Marshal prior to installation, and complete turnover documentation including as-built drawings, all software, databases, passwords, and administrative credentials. No annual inspection/testing or recurring licensing costs are included in the contract; recurring monitoring, cellular, and communication services are to be negotiated separately by the owner.

QUESTION #26

Please identify any restrictions associated with occupied buildings, laboratories, offices, research areas, or mission-critical operations.

ANSWER #26

Please refer to Drawings Sheet # E0.1, GENERAL FIRE ALARM SYSTEM PROJECT NOTE # 2; “THE CONTRACTOR

SHALL COORDINATE ALL WORK AND OUTAGES WITH THE OWNER.”

Many labs work on sensitive subjects, and access will require scheduling.

March 25th through April 6th, 2027, our campus will be closed for an annual event. During this period, the Contractor and any visible sign of the on-going work will be restricted to “behind the scenes” areas.

We do not anticipate the need, but weekend work can be scheduled with the Owner as long as there is no additional cost to FWC.

QUESTION #29

Are there owner-imposed blackout periods during which fire alarm work cannot occur?

ANSWER #29

March 25th through April 6th, 2027, our campus will be closed for an annual event.

QUESTION #30

Please clarify the anticipated phasing strategy for maintaining continuous life-safety protection throughout construction.

FWC SOLICITATION ADDENDUM 8

ANSWER #30

Referencing Answer # 22, the existing system shall be operational during the replacement project. It is expected that the new construction would move from installation of the new panels (FACP & FAAP) to installation of new fiber infrastructure between the buildings, then to the installation of the new location devices, then to new conduit/wiring, then new for existing device change-outs (all including migration from old to new panels when appropriate), then on to removal of old system components no longer working.

To simplify the process the Contracted Vendor (winning bidder) for this Project will assume responsibility of the existing system upon receipt of the “Notice to Proceed – Construction” for the duration of the Project. This will ensure they will not be prohibited from migrating existing circuitry to the new system. However, the sequencing of work shall be coordinated between the Owner and the Contracted Vendor to ensure all proper fire watches, alarm testing and continuity of operations are maintained.

QUESTION #31

Please clarify expectations regarding temporary fire alarm systems, temporary monitoring, temporary notification systems, and temporary communication networks required during cutover periods.

ANSWER #31

Referencing Answer # 30, with both systems operating simultaneously, there is no requirement of temporary needs.

QUESTION #97

Sheet FJ6 Work Note 17: BMS Conditions: Doest the BMS except Modbus RTU? If another protocol is required, please identify it. Is it the intent to send general alarm, trouble and supervisory conditions to the BMS or individual point status?

ANSWER #97

It is understood the connection protocol for the BMS is MODBUS or BACnet. The intent is to graphically illustrate the floor plan location of the initiation device and to store the fire alarm system incident history electronically on the BMS.

QUESTION #98

Sheet FJ6 Work Note 18: Text Cell Phones Major carriers have discontinued their email-to-text gateways (AT&T as of June 2025, with Verizon following), so text notification now requires a cloud-based platform or a central station service. We propose Honeywell CLSS Facility Manager. It delivers real-time mobile app push notifications of supervisory, trouble and alarm signals to each designated user, and users can forward events by text or email from the app. Is this acceptable?

ANSWER #98

As indicated in Work Note # 18, the fire alarm contractor shall provide the communication connection to notify certain phones via messages. The Fire Alarm Contractor shall provide Cellular / Cloud Platform Forwarding with a “dual-pathway” system for the specified communication tasks. The Life Safety task path shall send a direct cellular signal to the Central Station automation software to dispatch Emergency Services, The Auxilliary Awareness task pathway shall simultaneously send an automated SMS Text alert to the Owner’s list of technical staff cell phones.

QUESTION #99

Sheet FJ6 Work Note 19: Send Emails: Email notification can be delivered through the Honeywell CLSS facility manager rather than directly from the FACP. This avoids the FACP needing to authenticate the owners email system which current Office 365 and Gmail security requirements make difficult. Is this method acceptable? Owner will need to provide IT connections fire wall access and white list recipients.

ANSWER #99

As indicated in Work Note # 19, the fire alarm contractor shall provide the communication connection to notify certain email addresses via messages. Referencing Answer #98, the Fire Alarm Contractor’s Cellular / Cloud

FWC SOLICITATION ADDENDUM 25

Platform Forwarding shall include rich-test notification alerts delivered to the Owner’s list of technical staff email addresses. This shall be completed independent of the Owner’s Local Area Network/Data Network.

QUESTION #100

Sheet FJ6 Work Note 21: BMS Graphic Display: The fire alarm contractor provides point-level status and device descriptions over the Modbus RTU interface described under Note 17. The BMS controls vendor creates the floor plan graphics and performs event logging and storage on the BMS server.

ANSWER #100

Correct. The fire alarm contractor (the Contracted Vendor) shall coordinate this effort and pay all fees associated with the BMS vendor programming this feature.

QUESTION #101

The BMS graphic display is supplemental only. It is not intended as a listed fire alarm annunciator or as the required means of supervision under NFPA 72.

Electronic event history through BMS logging and/or the CLSS cloud event history meets the "no paper printout" requirement, so no printer is to be furnished.

The Owner will provide current floor plan CAD backgrounds to the BMS vendor for the graphics.

Is this acceptable?

Note: A Honeywell Notifier system would be the more compatible solution for this requirement. Notifier's manufacturer BACnet/IP and Modbus TCP interfaces deliver native point-level data directly to the BMS. Notifier's ONYXWorks workstation can also provide fire alarm graphics and electronic event history independently of the BMS, with no outside vendor interface required.

ANSWER #101

It is understood the current BMS system employs a floorplan for their graphics. Device locations shall be inserted and “labeled/named” with their individual identification, which will be a coordination effort directed by the fire alarm contractor.

It is understood that based upon this “no paper printout” request, no printer shall be furnished.
