About this file
This is an Addendum No. 1 (Questions & Answers) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-29, "FWRI HVAC Contract." The addendum clarifies key contract parameters for bidders preparing responses to the FWC's request for HVAC maintenance and repair services at the Fish and Wildlife Research Institute (FWRI) facilities in St. Petersburg, Florida. The contract covers comprehensive HVAC maintenance across multiple buildings including the Joint Use Building, RMI Building, "F" Building, Wet Lab, and Marine Mammal Pathology Lab. All sealed bids must be received by 3:00 PM ET on Tuesday, December 2, 2025. The contract term is one year initial with one year renewal option, contingent on satisfactory performance and fund availability. A mandatory pre-bid conference was held on November 12, 2025, and written questions were due by November 17, 2025. The anticipated contract award date is December 8, 2025.
Payment terms are structured on a monthly basis following completion of maintenance services and submission of monthly reports. The complete equipment inventory will be provided to the winning bidder to develop their preventative maintenance matrix; however, the equipment list provided in the Invitation to Bid should be sufficient for bid preparation purposes. Important clarifications include that TRANE Unitary Controllers control the Fan Coils and VAVs on the first floor of the RMI Building, and that RMI Building boilers are under manufacturer warranty until November 2026 and are excluded from this contract scope. The estimated budget is $600,000, with evaluation criteria focused on total cost including base contract and renewal year pricing. All replacement parts must be original equipment manufacturer (OEM) or OEM-compatible, and the contractor must maintain an onsite inventory of filters, belts, and service manuals with a two-hour service response time requirement.
