About this file

This is Addendum No. 1 to Solicitation FWC 25/26-17C issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Satellite Beach Estuarine Habitat Restoration project. The addendum provides clarification through a Questions & Answers format regarding staging area logistics for the project. All responses to the solicitation must be received no later than 3 PM (ET) on Wednesday, November 5, 2025. The document clarifies contractor responsibilities regarding site selection, permitting, and logistics coordination, establishing that while a potential upland staging area has been identified at coordinates 28° 8' 10.41" N, 80° 36' 18.52" W near the Eau Gallie Boat Ramp, contractors must obtain their own permission for use and may propose alternative staging areas subject to FWC project manager approval.

The contractor is responsible for all coordination with property owners, investigation of available transportation routes, location of off-site staging areas for material and equipment delivery, assessment of bridge and road load limits, and evaluation of road conditions affecting transportation to the site. The Eau Gallie Boat Ramp Park is owned by Brevard County Parks and Recreation, while the surrounding causeway is owned by the Florida Department of Transportation. Protests to the solicitation must be filed with the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160 in accordance with Section 120.57(3), Florida Statutes, and Chapter 28-110, Florida Administrative Code.
