About this file
This is Addendum 1 to an Invitation to Bid issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Wildlife Management Area (WMA) Entrance Signs (Bid No. FWC 25/26-89). The addendum clarifies that subcontracting is permitted for this procurement, contrary to language in the original solicitation that stated subcontracting was not allowed. The vendor remains responsible for meeting all project specifications regardless of subcontracting arrangements. Bidders must submit responses by 2:00 PM (ET) on Friday, April 24, 2026, and must include a completed List of Subcontractors (Attachment H) with their bid submission. The addendum updates the General Conditions "Subcontracts" section and modifies Attachment B (Mandatory Responsive Requirements) to include the new subcontractor listing requirement. Questions regarding subcontracting permissions were clarified through a Q&A format included in the addendum.
The addendum does not address pricing terms, set-asides, incumbent vendors, or funding information. Bidders utilizing subcontractors must provide business name, address, phone number, Florida Division of Corporations registration, Federal Employer Identification Number (FEIN), and Minority Business (CBE) certification status for each subcontractor listed. All subcontractors and suppliers must certify they are not on any suspended, convicted, discriminatory, or antitrust violator vendor lists. Failure to supply sufficient subcontractor information may result in the bid being deemed non-responsive. The addendum does not specify contract award value, budget range, or renewal options but references that these details are contained in the original ITB documentation.
