About this file
This is Addendum 1 to an Invitation to Bid issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Wildlife Management Area (WMA) Entrance Signs (Bid No. FWC 25/26-89). The addendum addresses two primary updates: clarification that subcontracting is now permitted for this procurement, and responses to bidder questions regarding subcontracting permissions. The original bid required submission of responses by 2:00 PM ET on Friday, April 24, 2026, with a public bid opening scheduled for the same date. Bidders are required to provide pricing for three sign types (Primary entrance signs measuring 44"h x 95.5"w, Secondary entrance signs measuring 42"x47.5", and Cooperative Area entrance signs measuring 42"x47.5"), with minimum initial orders of 7 Primary, 7 Secondary, and 9 Cooperative signs. All signs must be manufactured from 3/4-inch thick, 3-ply HDPE sheet in King Plastics Color-Core material with routed text and a 4-color acrylic FWC logo insert, and must be delivered to the FWC Northeast Region Office in Ocala, Florida by June 30, 2027. The contract term is one year with an option to renew for up to one additional year on the same terms and conditions.
The addendum modifies the original General Conditions to permit subcontracting, requiring bidders to submit Attachment H (List of Subcontractors) with their bid submissions that identifies all subcontractors, their business registration information, Federal Employer Identification Numbers (FEIN), and Certified Business Enterprise (CBE) codes. Bidders must also submit a Subcontractor Minority Status Report (Attachment C) with each invoice for payment. All bidders must comply with mandatory responsive requirements including registration in MyFloridaMarketPlace and SunBiz systems, E-Verify enrollment, forced labor certifications, and compliance with applicable state vendor lists (Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, and Antitrust Violator Vendor List). The contract will be awarded to the responsive, responsible bidder submitting the lowest total price. No specific set-asides for disadvantaged enterprises or minority-owned businesses are indicated. Bidders must provide a minimum of three references for similar projects and must certify compliance with all applicable disclosure requirements and state of Florida compliance certifications. The FWC retains responsibility for installation, with the contractor responsible for all delivery coordination and off-loading to the designated location.
