About this file
This document is a "Description of Intended Single Source Purchase" (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Florida Bass Conservation Center and Richloam State Fish Hatchery. The agency is seeking to purchase and install an Electronic Descaler system to address calcium scaling issues in their water systems, which are using an average of 2 million gallons of water per month. The estimated cost of this single source procurement is $74,475, and the intended vendor is Clear Water Enviro Technologies Inc., the sole manufacturer of the ScaleBlaster system that can handle the required water volume. The agency is requesting information from prospective vendors regarding their ability to provide the required commodities or services by October 12, 2022.
The justification for the single source acquisition is that the standard water softening systems are not viable to address the severe calcium scaling damage caused by the high water usage at these facilities. The ScaleBlaster system is the only product designed for applications of this scale. The selected contractor will be required to warrant its capability and integrity to fully perform the contract requirements in accordance with Chapter 287 of the Florida Statutes.
