About this file

This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Avionics Special Mission Modification, Retrofit, and Upgrades for Fixed Wing and Helicopter Aircraft (Bid No. FWC 21/22-101). The addendum provides answers to questions received from prospective contractors regarding the scope of work, scheduling, pricing, and contract termination. The FWC requires the ability to receive priority service and scheduling to reduce aircraft downtime, and a start date within 4-8 weeks after purchase order issuance is acceptable. The pricing table will be used to calculate points for the cost evaluation, and the contractor will be paid for work completed prior to any termination. The FWC requires the vendor to have an FAA Designated Engineering Representative (DER) on staff to support the complexity of the aircraft modification projects.

The related state and local contract opportunity is for the same Avionics Special Mission Modifications, Retrofit and Upgrades for Fixed Wing and Helicopter Aircraft. It is issued by the FWC, with the state of Florida and the local jurisdictions of Leon County and Tampa City as the participating entities. The deadline for submitting proposals is August 16, 2022, at 2:00 PM ET. No additional details are provided regarding pricing terms, set asides, incumbents, funding requirements, or other salient information.

FWC 21/22-101, Addendum #1, Page 1 of 1

BEGIN ADDENDUM #1

ITEM #1 – QUESTIONS AND ANSWERS

Question #1: Scope of Work Section VII states, “When needed, the Contractor must have the ability to provide FWC with priority service and scheduling on all avionics special mission modification, retrofit, and upgrades, thereby reducing aircraft downtime.” Can the FWC provide an estimate on expectable timing for

“priority service”? Often aircraft start date is 4-8 weeks after PO has been issued. This timeframe can be improved on depending on advance estimated modifications.

Answer #1: FWC agrees that a start date within 4-8 weeks after PO issuance is acceptable.

Question #2: Pricing table has price per unit and a total for items A-C. As this is just a labor rate per hour for the program does the FWC want to remove the Overall total and Total Amount part of the table?

Answer #2: No. The totals will be used for calculation of the points for the Cost element of the response evaluations.

Question #3: Section 9B -Unilateral Commission Termination clause states that if the contract is terminated for convenience, with 15 days’ notice, the Contractor shall not be entitled to recover any cancellation charges or lost profits.

Presumably, the Contractor will be entitled to compensation for work completed prior to notification of termination, as stated in Section D

Termination-Funds Unavailability?

Answer #3: The Contractor will be paid for work satisfactorily completed prior to the termination date.

Question #4: TAB D 1 aii, identifies “FAA Designated Engineering Representatives (DER) documentation - Must be able to supply FAA authorization. “ Is the requirement to have DERs on-staff or just available to support the project requirements?

Answer #4: Yes. Considering the complexity of aircraft modification projects, FWC requires the vendor to have a DER on staff.
