REQUESTS FOR INFORMATION (RFIs)
[RFI 001] “During the site visit it was said that there was additional documents for this project. Can you please send out the part 1-6 RFP files and as-builts for this project?”
[GOV RESPONSE RFI 001] Amendment 001 incorporated additional attachments and available as-built drawings into the solicitation. Additional sketches/drawings, and accompanying specifications/other attachments are incorporated into the solicitation within this amendment, Amendment 002.
[RFI 002] “Drawings and Plans that were to be included with the RFP are needed. Unable to proceed with any additional RFI’s until we have the plans and drawings.”
[GOV RESPONSE RFI 002] Amendment 001 incorporated additional attachments and available as-built drawings into the solicitation. Additional sketches/drawings, and accompanying specifications/other attachments are incorporated into the solicitation within this amendment, Amendment 002.
[RFI 003] “Will you be providing the Site Visit Sign in sheet? My first RFI is to confirm that this is to be awarded to a WOSB?”
[GOV RESPONSE RFI 003] No, a sign-in sheet will not be provided to contractors. Yes, consideration will only be given to Woman Owned Small Business (WOSB) firms.
[RFI 004] “The RFP clearly states that the Superintendent may not serve as the Quality Control Manager. Can the Superintendent or Quality Control Manager have other duties and serve as the Site Safety Health Officer? Or, will a separate SSHO be required? Three separate individuals.”
[GOV RESPONSE RFI 004] The Superintendent may serve as the SSHO for this project.
[RFI 005] “Part 3 Statement of Work/Project Program, Para. 2.1 indicates that the new medium voltage selector switch must be installed outdoors and secured on top of a concrete pad. Does the Government have a desired location for the new medium voltage switch?”
[GOV RESPONSE RFI 005] “The KTR shall determine placement of the new equipment after surveying site utilities. See attachment images “Aerial View - Project Location.jpg” and “Desired Equipment Relocation.jpg” for desired location.
[RFI 006] “Part 3 Statement of Work/Project Program, Para. 1.1 and 2.1 both indicate that there is an existing 750 KVA oil filled transformer located exteriorly west of Bldg. 339 to be replaced. Is this the same transformer identified in the Statement of Work as ‘Building 339 transformer (T34)?’ At the site visit it was indicated that this transformer was not to be replaced. Please clarify.”
[GOV RESPONSE RFI 006] T34 is to be replaced. T2 is not to be replaced. See attachment image “Aerial View - Project Location’ and “T34” for identification and location of transformers.
[RFI 007] “Part 3 Statement of Work/Project Program, 2.1 also states that the new transformer (T34) mentioned above be relocated to a new location. Does the Government have a desired location for the new transformer?”
[GOV RESPONSE RFI 007] The KTR shall determine placement of the new equipment after surveying site utilities.
See attachment images “Aerial View - Project Location” and “Desired Equipment Relocation’ for desired location.
[RFI 008] “Part 3 Statement of Work/Project Program, 2.1 states to replace the existing low voltage load center service entrance equipment (switchboard) located in the electrical basement of Bldg. 339. This panel was not identified at the site visit. Is the low voltage service load center (switchboard) to be replaced the same as the panel identified as panel ‘M’ on the Single Line Diagram provided with Amendment #0001?”
[GOV RESPONSE RFI 008] Scope is to replace and relocate HVSS-10 and Secondary Service equipment in basement. The lighting panel and Power Monitoring Interface is to remain in place. Demolish and dispose vacant communication rack. See attachment image “HVSS-10,” “Switchboard Enclosure,” and “Basement Equipment” for equipment identification.
[RFI 009] “The single line diagram as-built drawing provided with Amendment #0001 indicates that the medium oil-filled switch, 750 KVA transformer, and the low voltage load center service entrance equipment referred to in the Statement of Work is all included within one enclosure (1 piece of equipment). However, the Statement of Work suggests otherwise. Please clarify.”
[GOV RESPONSE RFI 009] See attachment image “HVSS-10,” “Switchboard Enclosure” and “T34” for equipment identification.
[RFI 010] “Will a Commissioning Agent be required?”
[GOV RESPONSE RFI 010] No.
[RFI 011] “Will a third party Commissioning Agent be required?”
[GOV RESPONSE RFI 011] No.
[RFI 012] “Can The QC Manager, SSHO and Superintendent be one person?”
[GOV RESPONSE RFI 012] The Superintendent may serve as the SSHO for this project.
[RFI 013] “Will a Fire Protection Engineer be required?”
[GOV RESPONSE RFI 013] No.
[RFI 014] “Due to the current state of the market the time for procurement of long lead items can take up to 52+ weeks after the product submittal has been approved by the Government. Contractor would recommends that the period of performance be changed from 550 calendar days to 655 calendar days due to Design Phase, Procurement Long Lead times and Unknown impact on lead times due to COVID-19 impact.”
[GOV RESPONSE RFI 014] The request for the period of performance to be extended is not necessary beyond 550 calendar days as the contractor will have the ability to request additional time if equipment is delayed due to COVID-19 impacts.
[RFI 015] “Once RFI questions are answered we are requesting that the proposal due date be extended by 21 calendar days.”
[GOV RESPONSE RFI 015] Government has extended the proposal due date via this amendment to 15 August, 2022. Further delay of proposal submission would not allow for adequate time to award this contract prior to the end of this fiscal year.
[RFI 016] “Contractor would recommend that the project be awarded within 30 days of proposal submission as the manufactures and vendors will only hold their price for no more than 30 days due to the current state of the market.”
[GOV RESPONSE RFI 016] Proposals must be valid for 60 calendar days after submission. This requirement remains unchanged.
[RFI 017] “Are buildings 339 and 310 served by separate utility meters?”
[GOV RESPONSE RFI 017] Yes.
[RFI 018] “Is the photovoltaic system on building 339 only serving building 310?”
[GOV RESPONSE RFI 018] There are two array systems on the roof of B339. One system serves B310 and the other serves B339.
[RFI 019] “Please provide photos of the rooftop PV entrance homeruns.”
[GOV RESPONSE RFI 019] See attachment image “PV Inverter.jpg.”
[RFI 020] “Please provide the underground wire size feeding transformer T-34.”
[GOV RESPONSE RFI 020] See attachment image “T34 – Primary Feeders.jpg”.
[RFI 021] “Please provide copies of 'as built' electrical drawings for buildings 339 & 310.”
[GOV RESPONSE RFI 021] As-built single line was provided for B339 in RFP Part 6. As-built drawings for B310 are attached. All relevant as-built drawings were provided in RFP – Part 6. Additional as-build drawings are attached. Please reference the following as-built drawings for details: “6363561-E16, 6363565-E20, and 6363566- E21”. See attached as-built drawings “18048240-E0.50, 18048246-E7.01, 18048248-E8.50, 18048249-E8.51, and 18048250 –E9.01” for B310 electrical details. All available as-built drawings are available at PW B426 Plan Files room.
[RFI 022] “Building 310 will need to have temporary power during construction. Can you provide the continuous loads or load profile of building 310?”
[GOV RESPONSE RFI 022] B339's max load profile was around 205 KVA within past year. There is no recorded historical data for B310's load profile. Reference electrical drawing "18048250-E9.01.pdf" for existing loading.
[RFI 023] “On the attached picture taken on the walk, location is the room with switch HVSS-10 which is to be relocated:
a. ID This HV switch not shown on Single line provided? Is this switch to be relocated? If so, how does it relate to the single line circuiting?
b. Enclosed breaker – ID this breaker we believe this to be the main to building 339? Again not on the single line? Is this breaker also to be relocated to above ground. If so we need to know the location of the gear this breaker feeds as these secondary feeders will need to be replaced. Will need the distance for estimating feeder cost.
c. Secondary feeders verify wire size as not shown on any docs that have been provided?
[GOV RESPONSE RFI 023] See attachment “B339 Single Line Diagram – Conceptual.jpg” and as-built drawings “6363561-E16, 6363565-E20,” and “6363566-E21” for component and equipment identification.
*Note: Diagram shall be verified on the field. The components and equipment are believed to be configured as shown. Components identified are to be removed. Simplification of new replacement system is desired. See attachment “T34 – Secondary Feeders.jpg” for secondary feeders size. Contractor’s attachment is provided for reference via attachment “RFI 023.
[RFI 024] “Also, can we have the government ID the location of MH4 (Verify that this was the manhole that was opened on the job walk.) If so, we request that the government provide pictures of the interior with the existing splices? Type of existing splice? Will the government require new J-bars at this location?”
[GOV RESPONSE RFI 024] See attachment “MH4 Location.jpg” and as-built drawings “6363565-E20.” Depth is believed to be approximately 10 feet but requires verification. Detailed images of interior of manhole would require a base wide power outage. The Designer of Record (DOR) will determine any required new design features.
[RFI 025] “There appears to be conduits entering the side of HVSS-10 can the government ID the source of these conduits again not identified in as-built documentation.”
[GOV RESPONSE RFI 025] See attachment image “B339 Single Line Diagram – Conceptual” and as-built drawings “6363561-E16,” “6363565-E20,” and “6363566-E21” for component and equipment identification.
*Note: Diagram needs to be verified on the field. The components and equipment are believed to be configured as shown. Components identified are to be removed. Simplification of new replacement system is desired. See attachment image “T34 – Secondary Feeders.jpg” for secondary feeders size.
[RFI 026] “We could not find instructions on what to do with the transformer once it is removed from Building 339.
Is the Contractor to remove and dispose of the transformer or do we give it back to the customer? Please confirm is the existing transformer 339 to be disposed has PCB’s?”
[GOV RESPONSE RFI 026] See RFP Part 2 Section 01 74 19, Part 3 Section 2.1 and Section 6, G1020, and Part 4 Section F2020.
[RFI 027] “When sizing for the temporary generators we want to be assured we have the correct size and prefer they be sized to the peak loads and not to the main breaker size.
a. Please provide the maximum KVA peak load building 339 has experienced in the last year?
b. Please provide the maximum KVA peak load building 310 has experienced in the last year?”
[GOV RESPONSE RFI 027] B339's max load profile was around 205 KVA within past year. There is no recorded historical data for B310's load profile. Reference electrical drawing "18048250-E9.01" for existing loading.
[RFI 028] “We cannot find any information in regards to the design criteria for the new transformer pad.
a. Is there a standard drawing for the pad showing pad size, concrete depth, and concrete reinforcing requirements? Please provide.”
[GOV RESPONSE RFI 028] Refer to "A1010 FOUNDATIONS: CONCRETE EQUIPMENT PADS" and "UFC 3- 550-01: Exterior Electrical Power Distribution" for new transformer pad requirements.
[RFI 029] “Section 2.2 of the RFP makes note the equipment is to be housed in a lockable shed with moisture control but there is nothing mentioned about the exterior elevations or what the shed is to be constructed of.
a. Is it the clients desire to construct the shed with similar exterior design features as in existing buildings 339 and 310?
b. Can the Gov. provide further information for building construction and features?”
[GOV RESPONSE RFI 029] See attachment “PV Inverter Enclosure Example” for example of desired enclosure.
The enclosure in the image houses a similar PV Inverter located at the exterior of Halligan Hall – B234. The enclosure must include a hurricane graded fence with 100% slats. The color scheme is to match the Dudley Knox Library – B339’s exterior color scheme.
[RFI 030] “When reviewing Manhole 4 there was not adequate lighting to see inside the manhole. Please provide the depth of and photos showing the inside of this manhole?”
[GOV RESPONSE RFI 030] See attachment image “MH4 Interior.” Depth is believed to be approximately 10 feet but requires verification. Detailed images of interior of manhole would require a base wide power outage.
[RFI 031] “Please verify the location of all pull boxes effecting buildings 339 and 310?”
[GOV RESPONSE RFI 031] All relevant as-built drawings were provided in RFP – Part 6. Additional as-build drawings are attached. It is an offeror’s responsibility, when transmitting its proposal electronically, to ensure the proposal’s timely delivery by transmitting the proposal sufficiently in advance of the time set for receipt of proposals to allow for timely receipt by the Government no later than the date and time stated in this RFP. Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. An offeror risks the late receipt and rejection of a proposal where it delays transmitting its proposal until the last few minutes before the time set for receipt of proposals. Proposals that are received after the date and time stated in this RFP will not be considered except at the discretion of the Contracting Officer; the Contracting Officer reserves full discretion to accept any late proposals at any time prior to award if it serves the best interest of the Government.

Page limits, if stipulated, must be adhered to. Files that cannot be opened, or are otherwise missing the required content are the responsibility of the offeror.
10. Technical Assumptions/Qualifiers/Conditions: The intent of the Government is to minimize the risk of receiving technical proposals that deviate from the minimum requirements of the RFP. While assumptions may be necessary in design-build projects, proposals that explicitly deviate from the RFP requirements will be deemed unacceptable.
11. Estimated Construction Magnitude: In accordance with FAR 36.204, the estimated price range for this procurement (ALL CLINs) is:
____ Less than $25,000 ____ Between $25,000 and $100,000 ____ Between $100,000 and $250,000 ____ Between $250,000 and $500,000 __X__ Between $500,000 and $1,000,000 ____ Between $1,000,000 and $5,000,000 ____ Between $5,000,000 and $10,000,000
12. Basis for Award: The proposed work will be accomplished using procedures for award of a contract on the basis of Lowest Price Only. Past performance information under this contract will be reviewed to ensure the Contractor has a satisfactory performance history. If no past performance information is available for the Contractor, we will assume a satisfactory performance history. The Contractor’s written proposal will be incorporated into the contract upon award.
Evaluation: The proposed work will be awarded to the responsible offeror on the basis of Price Only.
Considerations: The proposed price will be evaluated on the basis of whether or not it is within the estimated price range. Evaluation will include analysis to determine the offeror's comprehension of the requirements of the RFP as well as to assess the validity of the offeror's approach. A price which is found to be either unreasonably high or unrealistically low in relation to the proposed work may result in the proposal being eliminated from competition, either on the basis that the offeror does not understand the requirement or that it has made an unrealistic proposal.
Price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with the independent Government estimates.
3. Comparison of proposed prices with available historical information.
4. Comparison of proposed prices with resources proposed.
Note 1. A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable.
Note 2. Any inconsistency whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently price proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the offeror.
Note 3: Proposals that provide prices greater than the estimated price range may be rejected.
13. Discussions: It is the Government's intention to evaluate proposals and award a contract without discussions, other than exchanges conducted for the purpose of minor clarifications. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, each initial proposal should contain the contractor's best terms from a price and technical standpoint.
14. Minimum Wage Rates: The minimum wages required for payment under this contract are in accordance with U.S. Department of Labor, General Decision CA20220018/Modification 7, published 2 June 2022, and are hereby made part of this solicitation and resultant task order. The wage determination is provided as an attachment to this solicitation
