About this file

This is a Fuel Tank Maintenance Specifications document issued by the Iowa Department of Transportation (Iowa DOT) for the maintenance and repair of fuel tank systems across all six statewide districts. The scope of work encompasses fuel tank leak detection system repairs, automatic tank gauge repairs, tank monitor repairs, and fuel dispenser repairs or replacements. Contractors must demonstrate expertise with Incon leak detection systems and various dispensers and pumps including Wayne and Gasboy brands. The contractor must provide a contact name and number for service requests, confirm notification within 24 hours of project manager contact, and submit detailed quotes with labor hour breakdowns, mileage costs, and parts listings for approval prior to repair initiation. Work must be initiated within ten working days of DOT notification, with completion required within 30 days or the DOT reserves the right to source services elsewhere. To the extent possible, repairs should be completed during normal DOT business hours of 7:00 AM to 3:30 PM. The contract term is one year with an option to renew for up to five additional twelve-month periods under mutual agreement. Appendix A lists 49 fuel tank locations across the six districts, ranging in size from 1,000 to 12,000 gallons, with designations for both aboveground and underground storage tanks.

Contractors must secure all necessary permits and licenses at their own expense, including licensing from the Iowa Department of Natural Resources for underground storage tank work, and assume responsibility for filing all applicable paperwork with the Iowa DNR. Contractors must maintain liability insurance as specified in the Standard Terms and Conditions and agree to extend the same prices, terms, and conditions to other Iowa state agencies, Regent institutions, and political subdivisions. Pricing is submitted as hourly labor rates, per-mile mileage costs, and unit prices for components including diesel float kits, tank probes, electronic line leak detector kits, breakaway-reconnectable couplers, automatic diesel nozzles, and mechanical register dispensers. Deliveries are F.O.B. Destination with Net 60 day payment terms. Contractors must comply with all applicable federal, state, and local laws and regulations and are prohibited from subcontracting without prior written DOT approval. Any citations, violations, permit suspensions, or license restrictions must be immediately reported to the Iowa DOT. Kyle Williams, Purchasing Agent, serves as the sole point of contact for all bid inquiries at Kyle.Williams@iowadot.us or (515) 233-7960.
