Bidders must submit detailed documentation including licenses, insurance certificates, and affidavits related to minority business enterprise status and compliance with state statutes. The City will award the contract to the responsive and responsible bidder offering the lowest overall cost. Contractors must demonstrate compliance with federal regulations including Build America, Buy America (BABA) provisions requiring the use of materials produced in the United States.
