You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) Fission Surface Power (FSP) System Second Draft Announcement for Partnership Proposals (AFPP). The primary objectives of this AFPP are to make power available on the lunar surface and to energize the space industrial base to support a future lunar economy through the deployment of a FSP system on the lunar surface.
This document is a Draft that is still being finalized, but the Government is looking to gain valuable industry feedback during this process. Potential participants are encouraged to comment on all aspects of the Draft AFPP and attachments, including the requirements and considerations, schedule, proposal instructions, evaluation approaches, any perceived safety, security, environmental, export control, and/or other programmatic risks or issues associated with performance of the work.
This competitive acquisition will result in the award of one or more FSAA(s), through which appropriated funds are transferred to a partner(s) to accomplish activities which advance the Agency's authorized statutory objectives.
The tentative procurement schedule is as follows:
Comments/Responses for Draft AFPP Due: NLT 5:00 PM Eastern on December 12, 2025
One-on Ones: Thirty-minute virtual sessions are available with the FSP Program Executive and Deputy Program Executive on a first come, first serve basis the week of 12/15 – 12/19. Please see the attached “One on One Sessions” for additional guidance on scheduling a session.
Issue Final AFPP: Anticipated early 2026
Documents related to this acquisition, including this letter, the AFPP, attachments, and any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry (GPE) website at https://SAM.gov.
This Draft AFPP is not a solicitation, and NASA is not requesting proposals. This Draft AFPP does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure this effort. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the participant for performing any of the work called for in this Draft AFPP.
Questions/comments regarding the Draft AFPP should be submitted electronically in writing, to Matthew Evans, Matthew.T.Evans@nasa.gov, via email by December 12, 2025, no later than 5:00 PM Eastern time. The Government will consider all comments received in preparation of the Final AFPP.
To the extent a comment leads the Government to revise the acquisition approach or goals, the change will be reflected in the Final AFPP. The Government anticipates that there will be changes incorporated into the Final AFPP as a result of the feedback received through this Draft Announcement. The Government does not intend to formally respond to Draft AFPP comments, however, some Draft AFPP comments may receive a posted response to the GPE if the Agreements Officer determines that a response would facilitate additional understanding of the announcement. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final AFPP.
