About this file

This is a Freezer Specifications Attachment document for Sacramento County Sheriff's Property Warehouse, a leased facility seeking to procure a walk-in "knock-down" style frost-free freezer. The freezer must be prefabricated, new, unused, and compatible with existing units while meeting or exceeding all specified performance requirements. The procurement is issued as a competitive Request for Bids (RFB) with award to be made to the lowest responsive and responsible bidder. The freezer kit must include purchase, delivery, and assembly services from a qualified vendor.

This procurement is funded by federal and/or state grant funds and is subject to the requirements of 2 CFR Part 200, requiring compliance with federal procurement standards and State of California requirements. All bidders must comply with federal certifications including debarment and suspension requirements, and must submit a Disabled Veteran Business Enterprise (DVBE) Compliance Statement. While the County encourages participation by small businesses, including SBA-certified small, disadvantaged, women-owned, and veteran-owned firms, and conducts solicitation using full and open competition, these classifications will not be used as evaluation preferences unless expressly permitted by federal law. DVBE compliance is required for grant eligibility but does not affect bid scoring, pricing evaluation, or preference points.
