About this file
This is a specifications attachment document for Sacramento County Sheriff's Property Warehouse, detailing performance requirements for a walk-in frost-free freezer unit to be procured through Request for Bids (RFB) 2026 RFB 0061. The procurement involves the purchase, delivery, and assembly of a new, prefabricated, unused freezer kit compatible with the existing unit. The freezer specifications emphasize the Dalton brand walk-in system, which features a foamed-in-place angle iron frame with welded hinge tapping plates and handle strike mounting plates on both door and jamb components, reinforced with 3/16-inch steel plates and a full 4-inch thermal break of high-impact PVC. Additional specifications include three vertical cam locks on each vertical seam of wall panels, lock strikes positioned on one-foot centers around floors and ceilings for flexible door jamb placement, full-thickness 3/8-inch NSF radius floors maintaining full 4-inch polyurethane insulation, and standardized lock locations at 6¾ inches from panel edges for uniform sealing.
The solicitation is subject to federal requirements under 2 CFR Part 200 and California state procurement standards, with award to be made to the lowest responsive and responsible bidder. The procurement encourages participation from small businesses, SBA-certified small and disadvantaged businesses, women-owned firms, and veteran-owned businesses, though such classifications will not be used as evaluation preferences. Bidders must comply with federal and state certifications including debarment and suspension requirements and Disabled Veteran Business Enterprise (DVBE) participation requirements. Bidders must submit a DVBE Compliance Statement; however, since subcontracting is not anticipated for this equipment purchase, bidders may indicate no subcontracting will be used. DVBE compliance is required for grant eligibility but does not affect bid scoring or pricing evaluation. The procurement is funded by federal and/or state grant funds.

FEATURE COMPARISON
DOOR AND JAMB: THE DALTON DOOR JAMB HAS FOAMED IN PLACE AN ANGLE IRON FRAME WITH HINGE TAPPING PLATES, CLOSER STRIKE MOUNTING AND HANDLE STRIKE MOUNTING PLATE WELDED TO THE ANGLE FRAME. THE ADDED STRIKES ALSO ALLOW THE USE OF TWO LOCKS IN THE END OF ALL 2 FOOT AND 3 FOOT WALL PANELS AS WELL AS IN EACH LEG OF ONE-BY-ONE CORNERS.
FULL THICKNESS FLOORS: THE 3/8 INCH NSF RADIUS IS PROVIDED IN THE FLOOR PANEL WITHOUT SACRIFICING INSULATION, THE CENTER OF THE PANEL STILL PROVIDES FULL 4 INCH OF POLYURETHANE, OTHER MANUFACTURERS PROVIDE ONLY 3 6/5 INCH INSULATION IN FLOOR PANELS.
