II. PROJECT OVERVIEW

Introduction

The College has approximately 1,000 full and part-time staff and engages 240 faculty and 850 part time instructors on a yearly basis.

With three campuses along Colorado’s Front Range, Front Range Community College is the state’s largest community college. We enroll close to 28,000 students annually from our diverse service area, which offers a variety of cultural and recreational activities.

Each year approximately 5,000 FRCC students transfer to four-year universities. FRCC offers more than 36 career training programs that prepare students for immediate employment and rewarding careers. Last year, more than 10,000 high school students took concurrent enrollment classes with us, earning college credit without having to pay college tuition.

In the fall of 2025, FRCC completed its 2025-2030 Strategic Plan, Forward, Together. This document guides our decisions, aligns our priorities and helps us fulfill our promise to students: to expand access, elevate quality and create a college experience that prepares every learner for a thriving future. More than just a plan, this is a bold, collaborative roadmap guiding where we’re headed and how we’ll get there.

Background

In 2012 and 2013, FRCC completed its master plans for the Larimer and Westminster Campuses, respectively. FRCC completed the master plan for its Boulder County Campus in 2026. FRCC needs to develop a new Facilities Master Plan to fit its current needs at the Westminster and Larimer Campuses. The new plan will utilize adjusted guidelines for master plans established by the Colorado Commission on Higher Education and the Colorado Department of Higher Education (CDHE) (Here) and is anticipated to be finalized in Summer of 2027.

FRCC has three campuses. Two are in State Owned facilities (Larimer and Westminster) and one operates out of leased space (Boulder). Appendix D lists an inventory of the various structures which comprise Front Range Community College.

In the past, the College’s Facilities Master Plans were completed separately by campus and did not reference the other respective campuses. The goal for this College-Wide Master Plan is to have one master plan effort that encompasses the Westminster and Larimer campuses, while working cohesively with the newly created master plan for the Boulder county campus, and provides a critical review of programs offered on each campus as well as identify opportunities on how to best provide and support programs holistically at all three campuses.

https://frontrange.edu/about/strategic_plan/our_plan.html https://cdhe.colorado.gov/policies-and-procedures

The last round of Master Plans/Updates that were created include:

o Larimer Campus Master Plan Update-2012. Recommendations included a capital improvement program, resulting in a $32M invested that achieved, among other things the creation of the Health Care Careers Center building in 2020.

o Boulder Campus Master Plan completed in 2026 with the recommendation of building a campus in downtown Longmont. The college is currently in discussions with the City of Longmont to enter into an IGA to move forward with the predevelopment of this project.

o Westminster Master Plan Update-2013. Recommendations included a $25M capital improvement program.

The Architect/Engineer is expected to provide Basic Services as described in the sample Architect/Engineer/Consultant Agreement and Terms and Conditions of the Contract unless otherwise noted.

The process to be used in the selection of the Architect/Engineer/Consultant is comprised of two steps. In STEP I submittals will be screened and scored as described in detail in Section X. STEP II is the Oral Interview as described in detail in Section XI. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with the project will evaluate responses to this RFQ. Upon completion of the evaluation of the Submittals, a limited number of firms will be invited to the oral interviews.

FRCC is requesting qualifications from firms with demonstrated experience completing Facilities Master Plans (FMP) in accordance with the Colorado Office of the State Architects planning process for an FMP for a higher education facility.

Facility Master Plans stem from the facility needs identified in the 25-30 Strategic Plan and are crucial for prioritizing and scheduling projects to ensure the efficient use of state funds and are the basis for capital construction. Continuous planning helps agencies plan the transition from the current state of their facilities to facilities that meet their future needs.

The FMP outlines a comprehensive facilities vision that extends 10-years into the future.

This document includes an assessment of current facilities, projections for future changes, projects that will allow the facilities to align with future agency needs, which may come from policies, executive orders, population changes, new programs, etc. An FMP is intended to be a dynamic document that adapts to evolving conditions and priorities.

Front Range Community College is seeking architectural services to update the existing Facility Master Plan per the requirements outlined below. The Architect should anticipate a process that addresses the current utilization of facilities, and which identifies and proposes a plan for increasing the efficiency of use for campus resources. The selected Architect will need to:

1. Generate a completed Plan that clearly expresses the expectations of the College and adheres to Colorado Commission of Higher Education (CCHE) requirements. Guidelines for Master Planning may be obtained here.

• The contents of a Facilities Master Plan should follow Office of the State Architect Guidelines and should include, at a minimum, the following components: front cover, table of contents, acknowledgements, and the seven major sections outlined below.

• Part 1: Executive Summary o The executive summary aims to provide a brief (1-2 page) high-level summary of the FMP, recommendations (including costs if relevant), and implementation strategy.

• Part 2: Introduction o This section provides an overview of the FMP goals and objectives, author information, stakeholder names, and other key contributors. It lists the included agencies and divisions/programs (details in Part 3), facility inventory (buildings, infrastructure, land, etc.) covered (details in Part 4).

Additionally, it offers a summary of the facilities master planning process, identifying drivers, strategies, and alternatives leading to the recommendations in Part 6.

• Part 3: Operational Information o Part 3 should reiterate the agency’s mission and operational needs as identified in the Strategic Plan, if available. This section should compare current and future requirements to determine facility needs. It should also state adverse consequences if facility needs are not met.

• Part 4: Existing Conditions Assessment o Part 4 includes an evaluation of current facilities and their adequacy to meet program changes. Further, occupied and vacant facilities along with infrastructure for all agency-owned and operated locations that are part of proposed program changes should be identified. The information required for an existing conditions assessment is typically best represented through the Facilities Condition Index documentation as specified by the OSA, along with visual tools such as maps, figures, tables, charts, drawings, and photographs.

• Part 5: Projected Needs Assessment https://cdhe.colorado.gov/policies-and-procedures o With the projected needs identified in section 3 and the Strategic Plan, space utilization and needs analysis are crucial to justify projected usage, including consolidation or expansion plans. Include analyses of program and service delivery changes, IT advances, sustainability, and security needs as per the Strategic Plan for a comprehensive assessment of facility needs.

Space needs analysis should align with state goals and executive orders.

• Part 6: Alternatives Solutions and Recommendations o This section suggests actions based on current conditions, program needs, and long-term plans. It should include a narrative detailing the methodology used and benchmarking recommendations. Also, identify alternative solutions considered and explain why the preferred one was chosen.

o This section should report agency recommendations for program consolidation or expansion, organizational restructuring, service delivery changes, IT, sustainability, urban design, and security goals. Also, provide priority recommendations for facilities, infrastructure, cost estimates, buy/build/lease analysis, and prioritize capital projects and costs.

o In addition, this assessment should provide recommendations for alternative strategies to maintain the agency’s assets and address condition issues that are necessary to meet the new program requirements.

• Part 7: Implementation o This section explains the implementation of Part 6 recommendations, including updates, phasing, and timelines. It also discusses financing options, examining funding sources, delivery methods, and distinguishing between immediate actions using available resources and long-term steps needing additional funding.

2. Provide analysis of existing space needs, facility condition index and ADA accessibility needs in consideration of:

• Projected enrollments, size of programs, growth trends.

• Use of technology.

• Conversion of existing space to other use or shared use.

3. The Facilities Master Plan shall consider all aspects of planning, including but not limited to the following:

• The spatial relationships and architectural compatibility of existing and future planned buildings and structures.

• A review and incorporation of relevant aspects of the College’s existing site drainage features, utility infrastructure, and topographic information to ensure proper drainage and utility support to future buildings.

• The Facilities Master Plan shall have sections addressing the following: an introduction, goals and objectives, the scheme’s constraints and opportunities, key user needs, program projections, functional relationships, land area requirements, exterior architectural compatibility, sustainability, traffic and circulation, utility infrastructure availability, findings and recommendations, project budget assistance and conceptual architectural graphics.

• Ensure the plan is cohesive, not conforming, with the newly developed Facilities Master Plan of the Boulder County Campus.

• The Facilities Master Plan is a living document with high relevance and will serve to guide program planning and physical changes for all FRCC Campus facilities over the next ten years with possible applications beyond. The plan will require the College to be involved in the process of reviewing, adapting, and updating the plan to meet needs as this College’s demographics, programs, and facilities evolve. The Master Plan is intended to assure campus goals and physical developments are aligned with the College’s strategic plan, Forward, Together, as well as Colorado Community College Systems strategic plan, Together, WE WILL.

4. Meet regularly with the stakeholders to define the needs of the College and the project.

5. Make revisions as necessary throughout the approval process.

6. Projected program completion date is April 1, 2027.

7. Minimum requirements include:

• A license to practice architecture in Colorado.

• Have completed master plans for two (2) colleges of similar size over the past five

(5) years and provide example.

• Completed master plans for colleges with multiple locations.

• Firm must have been operating from a Colorado address for a minimum of five years.
