PERFORMANCE WORK STATEMENT (PWS)
JANITORIAL SERVICES AT FORT RANDALL DAM
USACE - FORT RANDALL DAM
399 POWERHOUSE ROAD
PICKSTOWN, SD 57367
Part 1 General Information
1. GENERAL: This is a service contract to provide janitorial services at Fort Randall Dam. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform janitorial services at Fort Randall Dam as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Janitorial services that are to be provided include floor sweeping, dust mopping, damp mopping, floor scrubbing, floor waxing, cleaning of plumbing fixtures, cleaning restrooms, window cleaning, glass cleaning, metal cleaning, spot cleaning, carpet & tile cleaning (hot water extraction or steam), wall tile washing, cobweb removal, cleaning ice machines, dusting various surfaces and furniture, damp wiping, vacuuming various surfaces, power buffing, cleaning blinds, water hosing, emptying waste containers, replacing trash liners, collecting waste, handling grease rags, maintaining throw rugs, cleaning picnic shelters, cleaning laminate flooring, stocking restroom dispensers, cleaning small appliances, cleaning countertops, cleaning light fixtures and exit lights, emptying of outdoor smoker receptacles and other miscellaneous items.
1.3 Objectives:
Contractor shall provide janitorial services that meet standards of sanitation and cleanliness resulting in professionally maintained facilities. Contractor shall complete all required services as scheduled.
Contractor shall maintain an effective quality control program to ensure service is completed to standard prior to Government quality assurance inspections.
1.4 Scope: The janitorial services that are to be performed include furnishing all labor, supervision, equipment, materials, and supplies necessary to perform the required janitorial services at Fort Randall Dam, near Pickstown, South Dakota. Contractors are encouraged to attend a scheduled site visit to determine the extent of work required under this PWS. Drawings of the Project will not be provided due to security reasons. Facilities requiring janitorial services include: the Powerhouse, Untanking House, Regulating Gate House, Intake Structure, Spillway Control Building, Maintenance Facility, Cold Storage Building, Visitor Center, and Fort Randall Chapel Restroom.
Services are required to be performed each regular workday (Monday thru Thursday) and shall be performed to the best standards of performance for such work. The contractor shall control his/her operations during the performance of work so as to ensure that the completed work will meet the requirements specified herein. All contracted tasks must be completed during the scheduled periods unless otherwise specified herein or authorized in advance by the Contracting Officer’s Representative (COR).
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months, and four (4) Option Years of 12 months each.
Period of Base Performance Year is April 1, 2024 to March 31, 2025.
Period of Option Year One is April 1, 2025 to March 31, 2026.
Period of Option Year Two is April 1, 2026 to March 31, 2027.
Period of Option Year Three is April 1, 2027 to March 31, 2028.
Period of Option Year Four is April 1, 2028 to March 31, 2029.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which the contractor confirms the work complies with the requirement of the contract. Two copies of the QCP is to be delivered to the Contracting Officer’s Representative (COR) within two (2) weeks after award and must be approved prior to start of on-site work. After acceptance of the QCP, the contractor shall receive the COR’s acceptance in writing of any proposed change to the QCP. The contractor shall submit weekly signed task lists provided by the government with completed activities documented. Failure to submit signed completed task lists will result in withholding of payment. Submission of sign lists showing incomplete tasks may result in the withholding of payment for the incomplete activity. Contractor QC person shall complete documented inspections of the completed work twice a month and submit those reports during the monthly partnering meeting.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
Careless performance of work will not be accepted. Any work not meeting acceptable standards shall be remedied to the satisfaction of the COR at no additional cost to the government. If the contractor fails to perform satisfactorily, a notification of contract deficiency will be issued by the COR. The contractor shall explain, in writing, why performance was not satisfactory and how recurrence of the problem will be prevented in the future.
Failure by the contractor to comply with such notification will result in the corrective work being performed by the government, or others, with the costs charged to the contractor as determined by the Contracting Officer, or will result in the termination of the contract.
1.6.3 Schedule Planning
For the contractor's quality control requirements and the government's quality assurance purposes, the contractor shall develop work schedules showing the time periods set aside for the performance of each work activity.
Schedules shall be developed for daily, weekly, monthly, quarterly, semi-annual and annual work items. The schedules shall be submitted to the COR for review, approval, and coordination with other on-going work at the facility. The schedules shall be submitted as early as possible for daily and weekly work items and not later than one month after start of work for monthly, quarterly, semi-annual and annual work items. The schedules may be revised by the contractor and resubmitted for approval; however, each re-submittal must reflect the associated impact and changes on all work schedules. Two copies of each schedule and each schedule revision shall be submitted to the COR for approval. One copy with an appropriate approval action noted thereon will be returned to the contractor.
1.6.4 Advance Notice
The contractor shall give the COR a two week advance notice prior to any request for the Government to move any materials, equipment, or vehicles which may have accumulated in areas obstructing the performance of the required janitorial services.
1.6.5 Recognized Holidays: During times of adverse weather the office may close or have delayed opening. The contractor will be informed of the office closure. No work on site will be permitted during weather closures. Federal holidays shall be observed by the contractor and no work on site will be permitted except upon specific approval by the COR.

1.6.6 Hours of Operation:
Powerhouse: The contractor is responsible for conducting the daily and weekly work between the hours of 5:30am to 3:00pm, or as otherwise approved by the COR, Monday thru Thursday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings unless an alternate schedule is approved. In the event the contractor is going to be absent on a scheduled work day Monday thru Thursday, the contractor shall request written approval submitted at least one week in advance, from the COR, to complete the missed daily tasks on the following Friday. Given COR approval, a single missed day can be made up within the same week by working on the unscheduled Friday. However, incomplete daily tasks resulting from a missed work day cannot be made up during another scheduled day. Daily tasks that are missed on a single work day and not made up on the following unscheduled Friday will result in a withholding of funds as determined by the Contracting Officer and will be reflected on performance reports.
Furthermore, multiple days of absence within a single week will result in a withholding of funds as determined by the Contracting Officer and will be reflected on performance reports. Withholding of funds will be calculated based on the estimated workload table showing task duration and the contractual SCA Wage Rates. Vacuuming in the Powerhouse Administration Offices needs to be completed before 7:00am. The Contractor may request to perform other than daily and weekly work on Friday/weekends on those requirements that would possibly interfere with Government operations or be completed more efficiently without Government employee interference.
Outside Maintenance Building: The contractor is responsible for conducting the daily and weekly work between the hours of 4:30pm to 7:30am, or as otherwise approved by the COR, Monday thru Thursday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings unless an alternate schedule is approved. In the event the contractor is absent on a scheduled work day Monday thru Thursday, the contractor may request, from the COR, approval to complete the missed daily tasks on the following Friday. Given COR approval, a single missed day can be made up within the same week by working on the unscheduled Friday. However, incomplete daily tasks resulting from a missed work day cannot be made up during another scheduled day. Daily tasks that are missed on a single workday and not made up on the following unscheduled Friday will result in a withholding of funds and will be reflected on performance reports. Furthermore, multiple days of absence within a single week will result in a withholding of funds and will be reflected on performance reports. The Contractor may request to perform other than daily and weekly work on Friday/weekends on those requirements that would possibly interfere with Government operations or be completed more efficiently without Government employee interference.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential. If work is not performed on a normal working day and is not made up as described above, the sum equal to the fraction of one day divided by all available working days of the total monthly billing period will be deducted from that month’s payment for the respective Powerhouse and/or Maintenance Facility for each day, to include a de-obligation contract modification will be issued identifying the amount deducted.
1.6.7 Place of Performance: The work to be performed under this contract will be performed at Fort Randall Dam Project Facilities near Pickstown, SD.
1.6.8 Type of Contract: The government will award a Firm Fixed Price service contract.
1.6.9.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.9.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE:
All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated.
The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan.
Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas.
The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR and Contracting Officer. Twice an option period, the contractor shall produce all keys for a key accountability check per USACE Security Requirements.
1.6.9.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from monthly payments due the Contractor.
1.6.9.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.11 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.12 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:
perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. “Only a warranted Contracting Officer (either a Contracting Officer or an Administrative Contracting Officer (ACO), acting within their appointed limits, has the authority to issue modifications or otherwise change the terms and conditions of the contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer. Proceeding with any work not authorized by the Contracting Officer will be at the Contractors own risk.”
1.6.13 Key Personnel: The following personnel are considered key personnel by the government. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 7:00 am to 3:30pm, Monday thru Thursday except Federal holidays or when the government facility is closed for administrative reasons. Contract Manager shall have a minimum of 3 years supervisory experience in janitorial services over-site.
1.6.14 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor may be required to furnish his/her regular employees, uniforms (coverall or shirt-pants combination) with a company identification patch on the breast pocket or on the sleeve at the top of the arm. Security ID badges may be provided by the government and worn by all contractor employees as required or during any additional national security measures.
1.6.18 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may indirectly and/or inadvertently have access to proprietary or source selection information (e.g. cost or pricing information, budget information or analyses, specifications or work statements, etc.) which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.20 Vehicle Parking. The contractor and his/her employees shall park in the Switchyard parking lot southwest of the Powerhouse and in the employee parking lot northeast of the Maintenance Facility. The contractor may request approval of parking changes with the COR.
1.6.21 Payment. Payment will be made monthly for services satisfactorily performed during the period. Invoices may be submitted for completed increments of work accepted by the government and shall be based on the unit prices submitted on the Price Schedule. Invoices are to be submitted to the government representative within 15 business days after the end of the month for certification and authorization of payment. The contractor is required to submit a valid and monthly invoice. A valid Invoice must contain the following: Name and Address of the Contract Awardee, Invoice Date, Invoice Number, Contract Number and Include the Contract Line-Item Number, Description, Quantity, Unit of Measure, Unit Price, Payment Due Amount, and Payment Terms. After the government validates the contractor has completed all the work shown on the invoice, the invoice will be processed, and forwarded for payment.
PART 2
DEFINITIONS & ACRONYMS EXPECTED RESULTS
2.4 Janitorial Services Specific Definitions and Required Results
2.4.1 Floor Sweeping/Dust Mopping
Swept floors shall not have dust streaks, marks, or dirt in corners, behind doors or under furniture. Furniture or other equipment moved during sweeping will be replaced. Wall bases, equipment, doors, and furniture will not be disfigured by the mop or broom. The use of leaf blowers will not be acceptable.
2.4.2 Damp Mopping
Damp mopped floors shall have a clean appearance that is free from streaks, smears, dirt residue in cavities, and any standing water.
2.4.3 Floor Scrubbing
Floor scrubbing shall be performed with a power scrubber wherever possible. Hand brush scrubbing shall be performed in areas not accessible by the power scrubber. An approved cleaning solution shall be used. The rinsed surfaces, when dry, shall be clean, uniform in appearance, and free of streaks and spots. Cove/wall bases and tops of equipment bases shall be scrubbed. Where floor gutters exist along walls, they too shall be scrubbed. Special attention shall be given to all corners. In office and public areas, the furniture, desks, cabinets, etc., shall be moved as necessary. The use of leaf blowers will not be accepted.
2.4.4 Floor Waxing
Floor waxing shall immediately follow floor scrubbing/buffing. An approved wax shall be applied as a maintenance wax to provide a thin, even coating and shall then be buffed to provide a streak free, bright surface in comers and under furniture as well as in all other areas that is compatible with existing wax or new wax placed by the government. Cove/wall bases, tops of equipment bases, and floor gutters shall be waxed.
2.4.5. Cleaning of Plumbing Fixtures and Restrooms
All plumbing fixtures shall be thoroughly washed using an approved cleaning agent and disinfectant. After washing they shall be dried and polished. A deodorizer or a disinfectant agent will be applied to the fixtures after cleaning.
Toilet bowls and urinals will be clean and bight and without soap film. There will be no markings on walls or fixtures. Floors, walls, and partitions will be clean and bright. All metal fixtures and other hardware and adjacent surfaces will be clean and bright. Mirrors will be clean. Dispensers for paper towels, toilet paper, soap, etc., shall be inspected and adequate supplies shall be maintained such that they will not become empty prior to the next scheduled cleaning. Contractor shall ensure that rags that are used in the restroom are not used in other parts of facility.
2.4.6 Window and Glass Cleaning
Glass surfaces shall be without streaks, film, deposits, or stains and has a uniformly bright appearance with all adjacent surfaces wiped free of cleaner.
2.4.7 Metal Cleaning
Metal surfaces shall be without deposits or tarnish and has a uniformly bright appearance with all adjacent surfaces wiped free of cleaner.
2.4.8 Spot Cleaning
A surface that has been spot cleaned shall be substantially cleaned of dirty handprints, coffee stains, and other soiling.
2.4.9 Wall Tile Washing
Wall tile surfaces and joints shall be cleaned with approved cleaning solution and must be bright & clean. Surfaces shall be rinsed and wiped dry to provide a clean appearance free of film, streaks, and spots.
2.4.10 Routine Cobweb Removal
Cobwebs within 10 feet of the floor or stairway landing shall be removed. Routine cobweb removal shall be performed as they appear in those areas serviced on a daily or weekly frequency.
2.4.11 Complete Cobweb Removal
All cobwebs, regardless of their height, shall be removed. In areas with a monthly, semi-annual or annual service frequency, complete cobweb removal shall be performed at the time of service.
2.4.12 Clean Drinking Fountains and Ice Machines
All Ice Machines shall be disinfected and have a clean appearance free of film, streaks, deposits and spots.
2.4.13 Dusting
A dusted surface is free from all dust, dust streaks, lint, cobwebs, dirt, oily streaks, or stains from contact with oily dusters. The dust must be removed, not scattered around the room.
2.4.14 Damp Wiping
Damp wiping surfaces shall have a clean appearance, free of dirt residue, streaks, and spots.
2.4.15 Vacuuming Rugs/Carpet
Vacuum cleaning of rugs and carpet shall result in surfaces is free of dust, dirt, spots, or other deposits.
2.4.16 Power Buffing
Power buffing shall result in a surface that it is clean, bright, and streak free. A spray-on buffing wax can be used.
2.4.17 Venetian Blinds Cleaning
Venetian blinds shall be damp wiped and dried with appropriate cleaning solution. Surfaces shall have a clean appearance, free of dirt, residue, film, streaks and spots.
2.4.18 Hosing with Water
Using a hose with nozzle, the area is washed to remove accumulated dirt and debris.
2.4.19 Empty Waste Containers and Replace Liners
All waste containers are to be provided with approved and appropriately sized plastic liners. Liners are to be removed and disposed of and replaced with new liners at each disposal. Containers are to be kept clean by damp wiping. Multiple different size of containers are provided by the government, the contractor shall inventory and maintain garbage bags to fit all containers.
2.4.20 Collecting Waste and Placing it in Temporary Storage
Waste from the various waste containers shall be collected, bagged, and temporarily stored in the available dumpsters. Miscellaneous waste from shipping cartons, empty boxes, shredded paper etc., shall also be collected and temporarily stored.
2.4.21 Vacuum Concrete Surfaces
Vacuuming of concrete or hard surfaces is an acceptable alternative to sweeping when the objective is to remove dirt and accumulated debris. The use of leaf blowers will not be acceptable.
2.4.22 Grease Rag Distribution, Pickup and Collection
A central storage locker is maintained for clean and dirty rags with pickup and delivery provided by a laundry service company. Containers for clean and dirty grease rags are provided at various locations in the Powerhouse, Untanking House, Spillway Control Building, intake Structure, and Maintenance Facility. The contractor shall distribute clean rags to the clean rag containers, and shall collect dirty rags and place them in the central storage locker. The contractor shall also pickup dirty rags found in any location during the routine cleaning operations.
2.4.23 Maintenance of Throw Rugs/Towels & Mats
Rugs/towels are provided by a laundry service company. The contractor shall maintain throw rugs at entrance doors and locations when needed, vacuuming them as necessary. Badly soiled or stained rugs/towels are removed from service for laundering and replaced with a clean rug weekly.
2.4.24 Picnic Shelter Cleaning
Cleaned shelters will be free of insects, puddles of water, nests, droppings, cobwebs, markings, and refuse. Picnic tables will be wiped off and the concrete floor will be swept. Refuse within the adjoining grassed area and parking lot will be picked up and disposed of in a nearby dumpster.
2.4.25 Laminate Floor Cleaning
Laminate floor shall be swept or vacuumed to remove dirt and grit. Do not use a vacuum with a beater bar or brush because it may damage the floor’s surface. Wipe soiled areas with a moist cloth. Damp mop with Government approved laminate floor cleaner, but do not saturate the floor with water. All floor areas shall be dry, have shine and not slippery upon completion. Do not use other cleaners as they may leave a dull film on the floor and make the floor slippery. Abrasives like steel wool, nylon scouring pads, and cleansers can damage the floor’s surface are not to be used. Acetone can be used on difficult to remove stains and spills.
2.4.26 Snow and Ice Removal
All snow and ice shall be removed from sidewalk, door entrances, connected stairs and landings by using mechanical means and approved chemical means. Natural Resource / Outside Maintenance doors around buildings not near sidewalks shall have enough snow removed to completely open the door.
2.4.27 Emptying of Outdoor Smoker Receptacles
Outdoor Receptacles shall be emptied off all rubbish. Contractor shall notify USACE of any damage to the outdoor receptacles and make recommendations on replacement.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The Government will provide assistance for work performed under Paragraph 5.2.1.6.17. Work required for cleaning the crane rail areas, high bay windows, and ceiling cobweb removal will require use of the Overhead Cranes. Government personnel will be available to operate the Overhead Cranes, however the use must be planned and scheduled by the contractor and approved by the COR two weeks in advance. The COR may at any time reschedule the use of the cranes. Extra safety precautions and the use of a fall safety harnesses will be required.
3.2 Facilities: The Government will furnish office and storage space for use by the contractor for performance of work under this contract. The contractor shall be responsible for the orderliness of these facilities, which are subject to inspection at all times. Unsanitary and hazardous conditions shall be corrected immediately upon notification of the COR.
3.3 Utilities: The Government will provide all electricity and water necessary for on-site accomplishment of work.
The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
3.4 Equipment: The Government will provide:
Rolling scaffold/platform (for use in cleaning office area ceilings, fixtures, front exterior entrance) Use of Overhead Cranes and necessary Fall Protection Use of Powerhouse Passenger Elevator (the contractor may use the elevator as his/her workload requires;
however, government use of the elevator has priority) Rolling step (for use in cleaning lights in Cold Storage Building) Electric man lift (for use in cleaning blowers and lights in Maintenance Facility)
3.5 Materials: NA
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Secret Facility Clearance: NA
4.3. Materials: The Contractor shall provide all necessary materials and supplies required to perform the work including paper towels, toilet paper, hand soap (approved for the location), toilet and urinal deodorizers and plastic liners for wastebaskets and trash bags. The Contractor can expect an average of 50 people per day in all the facilities with increased daily usage during the summer months and decreased usage during the winter months. See below paragraphs 4.3.1 & 4.3.2 for approximate usage of paper products. It is the contractor's responsibility to provide for the handling and storage of these items. Storage of materials shall be in an area designated or approved by the COR. All materials must be approved for use by the COR prior to use of the material on the job. A proposed materials list, complete with Material Safety Data Sheets, shall be submitted for the COR's approval 5 days prior to the commencement of this contract. The contractor must use caution in the selection of cleaning agents and sanitizers. The manufacturer's instructions for use of all materials must be followed.
4.3.1 Paper Towels: The contractor shall provide Marathon, Natural Single Fold Towels, 250-count packs, or Government approved equivalent. For estimating purposes, the Fort Randall Project uses approximately 30 packs per week (1664 packs per year).
4.3.2 Toilet Paper: The contractor shall provide POM Quality Bath Tissue, 2-ply rolls with 450-sheets per roll, or Government approved equivalent. For estimating purposes, the Fort Randall Project uses approximately 3 rolls per day (1095 rolls per year)
4.4. Equipment: The Contractor shall provide all necessary equipment to perform the janitorial work including mops, brooms, ladders, safety equipment, etc. Hard hats will be required by contractor workers in all areas as directed by the COR. It is the contractor's responsibility to provide for the handling and storage of these items.
Storage of equipment shall be in an area designated or approved by the COR.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide services for janitorial work to be completed in the Fort Randall Dam Powerhouse, Outside Maintenance and Related Buildings.
5.2. Task Frequencies Per Location
5.2.1 Powerhouse and Related Buildings
Janitorial services are to be performed at the locations and frequencies described herein. The areas with an elevation are located in the Powerhouse.
5.2.1.1 Daily Requirements (requires service only on Monday through Thursday)
5.2.1.1.1 All restrooms in Service Bay (Elevations 1258 and 1273), Control Room and First Aid Room (Elevation 1273), and Administration Area (Elevation 1291).
Dust mop floors.
