About this file

This document is a comprehensive technical specification file for the Fossil Creek and Stanton Creek Stream Rehabilitation Project, prepared by the City of Fort Collins, Colorado. The project involves stream rehabilitation and restoration work along two creek segments: Fossil Creek (approximately 1,060 feet) from Trilby Road to the Union Pacific Railroad, and Stanton Creek (approximately 6,580 feet) from Carpenter Road to its confluence with Fossil Creek. The work generally encompasses earthwork, grading, channel realignment, dewatering, topsoil management, revegetation, erosion control, pedestrian trail realignment, and pedestrian bridge removal and installation. The project will address stream erosion issues, improve native fish habitat, promote floodplain connectivity, and stabilize bank conditions.

The technical specifications provide extensive detailed requirements for construction methods, materials, testing, environmental controls, and specific bid items. The project will be funded through municipal sources, with a focus on comprehensive environmental restoration and infrastructure improvement. The specifications include 48 separate bid items covering everything from mobilization and surveying to specific construction activities like soil lifts, wood structures, concrete trail work, and vegetation establishment. Notably, the project requires coordination with the Northern Arapaho Tribal Historic Preservation Office and includes specific requirements for cultural resource protection, with the THPO mandated to be on-site during earthwork activities within a 300-foot radius of the project's confluence area. The contract will require detailed environmental management, including stormwater control, erosion prevention, and native habitat restoration.

1.02 WORK COVERED BY CONTRACT DOCUMENTS

A. The Fossil Creek and Stanton Creek Stream Rehabilitation project is located north of Trilby Road, east of the Union Pacific Railroad, and south of Carpenter Road in southeast Fort Collins. The

Fossil Creek reach is approximately 1,060 feet in channel length and lies between Trilby Road and the Union Pacific Railroad. The Stanton Creek reach is approximately 6,580 feet in channel length and lies between Carpenter Road and the confluence with Fossil Creek. Fossil Creek and Stanton

Creek flows through properties owned by the City of Fort Collins Natural Areas and the City of

Fort Collins. Single family homes border the properties on the western and eastern boundaries of

Stanton Creek.

B. The Fossil Creek stream reach is downstream of an urbanized corridor and is experiencing incision and widening due to erosion from storm and irrigation flows, which is threatening public safety.

Rehabilitation typically involves grading the channel and floodplain with the creation of riffles and pools to improve native fish habitat. Grading includes floodplain connectivity to overflow banks, integration of natural materials and promotion of native vegetation establishment. The reach will experience flows ranging from approximately 590 cfs in the 2-year storm event to 4,000 cfs in the

100-year storm event. Additionally, Fossil Creek conveys irrigation flows with a flow rate of up to

60 cfs throughout a portion of the year. Average winter flows in Fossil Creek are approximately 15 cfs based on available gage data between 2005 and 2023.

C. The Stanton Creek stream reach is within an urbanized corridor and is experiencing incision, which is threatening public safety and utility and trail infrastructure. The rehabilitation includes channel improvements to raise the channel invert and promote floodplain and wetland connectivity and bank stabilization. The rehabilitation also includes integration of natural materials and promotion of native vegetation establishment. For sediment transport and floodplain benefits, a pilot channel through the existing wetlands is also included in the rehabilitation. The Stanton

Creek reach will experience flows ranging from approximately 150 cfs in the 2-year storm event to

3,400 cfs in the 100-year storm event. Base flows in Stanton Creek are approximately 1 cfs.

D. The Fossil Creek and Stanton Creek Stream Rehabilitation project generally entails earthwork and grading, channel realignment, dewatering, topsoil placement, revegetation, and related items along

Fossil Creek from Trilby Road downstream to the Union Pacific Railroad, and along Stanton

Creek from Carpenter Road downstream to the confluence with Fossil Creek.

E. The project is located as shown in the Drawings.

Contact information will be provided to the selected Contractor.

2. The THPO shall be on-site for all earthwork activities within the 300’ radius area of interest. Contractor shall notify THPO, City of Fort Collins, and Engineer a minimum of

1 week in advance of earthwork activities.

3. If traditional cultural properties, rock features, or human remains are found during excavation with any new ground disturbance, Contractor will contact the THPO immediately.

4. THPO will have authority to pause work within the 300’ radius area of interest to develop a recommendation if cultural properties, rock features, or human remains are found.

C. All material generated from Fossil Creek and the Fossil Creek confluence with Stanton Creek shall remain on-site in the designated fill area. All material generated from Stanton Creek shall be hauled off-site to East Community Park unless the Contractor can secure a shorter haul location.

D. Fossil Creek Trail shall remain open for the duration of the project except as needed for the trail relocation and bridge replacement. The new bridge crossing shall be constructed prior to removal of the existing bridge to limit the trail closure duration.

E. Work is required within the Union Pacific Railroad (UPRR) Right-of-Way. Contractor is required to have any special certifications and liability insurance for working in this area. Right of entry requirements for temporary use of the railroad property can be found at this link: UP: Right of

ENGINEER may make such field revision as necessary to avoid conflict with the existing structures.

a. If CONTRACTOR fails to notify ENGINEER when an existing structure is encountered, and then proceeds with the construction despite the interference, it is at CONTRACTOR’s own risk.

B. Minor adjustments in the WORK are those that do not constitute a change in

WORK, scope or cost and will be authorized through a FIELD ORDER. In the event that CONTRACTOR believes such FIELD ORDER will result in a change in the cost or schedule of the WORK, CONTRACTOR shall prepare a CHANGE ORDER request as specified in Section 01 26 00, Contract Modification Procedures.

1. Private monuments shall be preserved or replaced by a licensed surveyor at CONTRACTOR’s expense.

2. When government monuments are encountered, CONTRACTOR shall notify ENGINEER at least two (2) weeks in advance of WORK affecting said monuments in order that ENGINEER may notify the proper authority and reference these monuments for later replacement.

When proper notification of WORK activities that impact government monuments has been provided to the ENGINEER, OWNER shall bear the cost of replacement of said monuments.

SECTION 01 14 19

USE OF SITE

A. CONTRACTOR may use OWNER’s property designated within the construction limits shown on the DRAWINGS for equipment and materials provided CONTRACTOR confines operations to those permitted by local laws, ordinances, and permits. CONTRACTOR shall:

1. Not unreasonably encumber site with materials or equipment.

2. Assume full responsibility for protection and safekeeping of products stored on premises.

3. Move any stored products that interfere with operations of the OWNER at the CONTRACTOR’s expense.

4. Obtain and pay for use of additional storage or work areas needed for operations.
