About this file

This is an Addendum #1 Revision to a Request for Statement of Qualifications (RSQ 26-028) issued by the City of Fort Myers, Florida, for a downtown pedestrian mall and micromobility feasibility study (also known as the Carbon Reduction Feasibility Study-FDOT 451523-1-18-01). The City seeks consultant qualifications to conduct a comprehensive two-part feasibility study investigating bicycle and pedestrian-only street opportunities and micromobility solutions within Fort Myers' Downtown and Midtown districts, aligned with the City's Comprehensive Plan Complete Streets objective and greenhouse gas reduction goals. The study examines transportation connectivity between districts, potential conversion of Dr. Martin Luther King Jr. Boulevard from state to city maintenance as a complete street partnership with the Florida Department of Transportation, and evaluation of the City's new micromobility ordinance and vendor "Spin" implementation. The solicitation was advertised and released on June 5, 2026, with a non-mandatory pre-submittal meeting scheduled for June 17, 2026, at 3:00 p.m. at Fort Myers City Hall. Questions must be submitted by June 24, 2026, at 4:00 p.m., and electronic proposals are due July 13, 2026, at 2:00 p.m. via the OpenGov portal. A selection committee meeting is scheduled for August 3, 2026, at 10:00 a.m., with a proposed City Council approval date of August 17, 2026. The contract term is 18 months from the issuance of a Notice to Proceed. All work must be completed using the electronic OpenGov submission system with no paper responses accepted.

Evaluation of submissions will be based on two criteria: Approach to the Project/Design (45 percent weight) and Experience of the Firm and Qualifications of Assigned Personnel (55 percent weight). Consultants must demonstrate qualifications to do business in Florida and disclose any relevant legal or ethical issues, including pending lawsuits, judgments, or criminal activities. Minimum qualifications include holding necessary Florida business licenses and providing evidence of financial capacity and past performance upon City request. The selection committee will evaluate submissions based on responsiveness, responsibility, and technical qualifications, with the possibility of requesting presentations or interviews from shortlisted consultants. No specific contract value is disclosed in the solicitation documents. The City reserves the right to reject any or all submissions, waive minor irregularities, request additional information, and conduct background investigations including checks by the Fort Myers Police Department. The project is federally funded through the Florida Department of Transportation (FDOT), requiring compliance with federal provisions including access to records, suspension and debarment verification through SAM.gov, copyright provisions granting the City royalty-free licenses to all work products, E-Verify compliance, and anti-lobbying certifications for awards of $100,000 or more. Deliverables include draft and final reports, cost estimates, grant funding applications, and presentations to City Council, with all work products to be provided in both electronic and hard-bound formats.

Bicycle and Pedestrian Only Street shall include but not be limited to consideration of east-west and/or north-south street venues that offer the best opportunities for providing connectivity between the Downtown and Midtown districts. This shall also consider the potential of converting the segment of Dr. Martin Luther King, Jr. Boulevard (MLK)/S.R. 82, between

The MLK street conversion is considered a key component in supporting Bicycle and Pedestrian Only Street venues and providing connectivity between the Downtown and Midtown districts.

Micromobility shall include but not be limited to evaluating multimodal opportunities in consideration of the car-centric environment that currently exists and the city’s new

Micromobility ordinance, passed on September 18, 2023, and the City's recent implementation of mobility vendor "Spin", with the goal of recommending infrastructure and/or regulation changes that can help guide these emerging technologies. This may include consideration of the following:

• Adaptive regulations that can be quickly updated as the market evolves;

• Regulatory sandboxes where the effects of micromobility solutions can be tested in consideration of everchanging market conditions;

• Outcome-based regulations, such as performance-based criteria (rather than fixed, arbitrary caps on fleet sizes) for service providers; and,

• Risk-weighted regulations that acknowledge the realities of today’s infrastructure and user needs.
