About this file
This Brand Name Justification document details a procurement action by the Department of Veterans Affairs, National Cemetery Administration (NCA) for irrigation components for Fort Logan National Cemetery. The solicitation involves acquiring 15 specific Rain Bird brand irrigation parts out of a total 89-item parts list, with a firm fixed price purchase order. The NCA requires these exact brand-name components to maintain compatibility with the existing irrigation system, preventing potential service interruptions. The procurement will be posted on SAM Contract Opportunities as a small business (SB) set-aside, with competitive solicitation to determine price reasonableness. Market research included a Sources Sought notice that received multiple small business responses, confirming viable authorized Rain Bird product resellers. The justification emphasizes that switching to alternative manufacturers could incur additional maintenance and utility costs, making the Rain Bird brand critical to meeting the cemetery's specific irrigation system requirements.
