About this file

WA State AOC Multi Conference RFP Summary

This is a Formal Request for Proposal (RFP) issued by the Washington State Administrative Office of the Courts (AOC) soliciting competitive proposals from conference venues to establish and award contracts for securing conference accommodations and meeting space. The AOC seeks to contract with various venues by category, specified locations, and seasons to obtain optimal dates, accommodations, and meeting facilities for upcoming state conferences. The RFP establishes a competitive procurement process whereby qualified venue operators submit proposals detailing their facilities, services, and pricing. The solicitation encompasses multiple conference categories across different geographic locations and seasonal timeframes, requiring vendors to demonstrate capability to meet the AOC's specific conference hosting requirements. A bidders' conference will be held to provide potential respondents with detailed information regarding proposal requirements and specifications. Proposals must be submitted by the specified due date, with award decisions anticipated following a formal evaluation period. The resulting contracts are intended to establish multi-year relationships with selected venues to support the AOC's conference scheduling needs across the designated contract term.

The RFP establishes a competitive award structure organized by conference category and location, allowing the AOC to select the most qualified and cost-effective venue options for each conference type and geographic area. Pricing will be evaluated as part of the overall proposal assessment, with vendors required to provide comprehensive fee structures for accommodations, meeting space, and ancillary services. The procurement process is designed to ensure competitive selection among qualified venue operators, with contracts awarded based on evaluation criteria addressing both qualitative factors and pricing considerations. This multi-venue approach enables the AOC to maintain flexibility in conference scheduling while securing favorable rates and services through competition among qualified bidders.

SECTION 1.

CONTRACT REQUIREMENTS

1. Purpose

This solicitation is issued in order to assist the Washington State Administrative Office of the Courts (AOC) Education Team to solicit competitive proposals from various conference venues, including meeting space, accommodations and catering services. We require a venue that can accommodate both the meeting space and hotel accommodations in one location for our attendees.

2. Background

AOC is soliciting competitive proposals from various conference venues to establish and award contracts by category/ies, by specified locations and seasons to secure dates, the best possible accommodation and meeting space for upcoming conferences. Category descriptions are listed in Scope.

3. Scope

Pursuant to this Solicitation, AOC intends to award Contracts by specified contract categories for the following contract categories by geographic areas. Bidders may bid on any or all specified contract categories and geographic areas.

Category Descriptions:

3.1 Category 1 – Large

The AOC defines a “large” conference as an event hosting approximately 150-225 participants, presenters, and staff support. Events of this size require lodging accommodation, standard food and beverage service, and multiple meeting spaces of various sizes. Typical lodging requirements range from 500-650 room nights.

Conference locations rotate throughout Washington State, including Central, Eastern, and Western regions.

3.2 Category 2 – Mid-Size

The AOC defines a “mid-size” conference as an event hosting approximately 75-130 participants, presenters, and staff support. Events of this size require lodging accommodation, standard food and beverage service, and multiple meeting spaces of various sizes.

Typical lodging requirements range from 200-350 room nights. Conference locations rotate throughout Washington State, including Central, Eastern, and Western regions.

They occur around the same time each year, scheduled to avoid religious and state/federal holidays. Potential dates are shown in the chart below.

3.3 Category 3 – Small

The AOC defines a “small-size” conference as an event hosting approximately 30-65 participants, presenters, and staff support. Events of this size require lodging accommodation, standard food and beverage service, and one meeting room. Typical lodging requirements range from 75-100 room nights. Conference locations rotate throughout Washington State, including Central, Eastern, and Western regions.

3.4 Category 4 – Unique annual one-week event that hosts from 30-100 individuals.

Events of this size require lodging accommodation, standard food and beverage service, and one meeting room. Sunday through Friday. Conference preferred location is King, Pierce or Snohomish counties.

3.5 Category 5 – Venue Pool. These events are ad hoc.

The AOC seeks to establish a pool of qualified vendors throughout Washington State capable of providing direct-bill lodging options for staff and approved guests traveling for work-related purposes. In addition to individual travel needs, this vendor pool may support hosting smaller-scale events that may require lodging, meeting space, food and beverage service, and audiovisual capabilities.

These smaller events typically require between 1 and 50 lodging rooms and may include additional services such as:

• Meeting or event space

• Audiovisual equipment and support

• Standard food and beverage service
