About this file

This is an Official Bid Document (RFB-237-19) issued by the Commonwealth of Kentucky, Division of Engineering and Contract Administration, for high-priority Abandoned Mine Lands (AML) reclamation projects in Pike County, Kentucky. The project encompasses two reclamation sites: the Mike May Slide & Rick Edmiston Slide, with the Rick Edmiston site including additional work phases. The bid schedule for the Mike May project includes 22 line items covering mobilization, utility relocation, landscape allowance, structure removal, site preparation, earthwork, erosion control, seeding, and roadway materials. The Rick Edmiston project includes 29 line items with similar work categories plus additional items such as concrete work, HDPE pipe installation, concrete headwalls, and debris barrier walls. Bidders must submit sealed bids to the Sealed Bid Clerk at 403 Wapping Street, 2nd Floor, Frankfort, Kentucky 40601. The bid offer is valid for thirty calendar days from the official opening date. The successful contractor must submit payment and performance bonds within five calendar days of receiving the Intent to Award, with failure to comply resulting in contract award to an alternative contractor.

Pricing for this project is based on unit prices and lump-sum amounts as specified in the bid schedules, with the Owner making corrections in extensions and additions based on final quantities determined at contract close. Unbalanced bidding and front-loading of bids constitute grounds for rejection. A bid guaranty of not less than five percent of the total bid amount is required. The project is funded through the federal Abandoned Mine Lands program administered by the Division of Abandoned Mine Lands within the Natural Resources and Environmental Protection Cabinet. Bidders must demonstrate good faith efforts to meet a five percent Minority Business Enterprise (MBE) participation goal or provide written proof of such efforts. Additionally, bidders must comply with various certification requirements, including sworn affidavits regarding campaign finance laws, Kentucky tax compliance, workers' compensation and unemployment insurance requirements, and certification regarding debarment from federal contracts. All proposed subcontractors must be verified as eligible through the Applicant Violator System (AVS) check with the Department of Surface Mining Reclamation and Enforcement before contract award.
