About this file
This is a Procurement Guidelines document from the City of Tampa establishing minority and small business participation requirements for formal procurements and solicitations. The document defines industry categories including construction, construction-related services, professional services, non-professional services, and goods, and establishes certification classifications for Minority and Women Business Enterprises (WMBE), including Asian Business Enterprises (ABE), Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The accompanying solicitation is Invitation to Bid (ITB) 25-P-00157 issued by the City of Tampa Fire Rescue Department for medical aid supplies, covering 32 line items including antiseptic sprays, hydrogen peroxide, aspirin, pain relievers, bandages, first aid kits, and emergency blankets with estimated annual quantities ranging from 1 to 2,700 units per item. Vendors must submit proposals electronically through the OpenGov eProcurement Portal with bid opening scheduled for Wednesday, April 9, 2025. The contract will be awarded for an initial one-year period with potential for two additional one-year renewal options. All medications must maintain a minimum nine-month expiration date from the date of acceptance.
The solicitation includes set-aside provisions offering a 5% bid discount for City-certified Small Local Business Enterprises (SLBEs) and Underutilized Woman and Minority Owned Business Enterprises (U-WMBEs), with discounts capped at $10,000 for SLBEs and $20,000 for U-WMBEs. The procurement targets underutilized businesses owned by African American, Hispanic, Asian, Native American, and Women business owners, with a pre-compiled contact list of 11 certified minority and small local business enterprises. The total departmental budget allocated for this procurement is $100,000. Bidders must submit a Letter of Intent (Form MBD-40) within ten work days of bid opening and provide subcontract agreements or purchase orders before commencing work with any WMBE or SLBE subcontractors. Additional required documentation includes business licenses, minority business status certifications, conflict of interest disclosures, and criminal history screening practices.
