About this file
This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, designed to implement diversity and inclusion strategies in formal procurement processes. The guidelines outline specific participation goals for Women and Minority Business Enterprises (WMBE) across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed definitions for each industry category and breaks down underutilized business enterprises by racial and gender classifications, including Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman (WBE) Business Enterprises.
The procurement guidelines are narrowly tailored to ensure participation of underrepresented business groups as both prime contractors and sub-contractors/sub-consultants. The matrix in the document systematically identifies which minority and women-owned business groups are considered underutilized in each industry category, providing a structured approach to increasing diversity in government contracting. The guidelines are specifically applicable to formal procurements and solicitations, with the goal of promoting opportunities for minority and small businesses across various sectors and service types. The document is dated October 2012 and is labeled as an RFP (Request for Proposal) form, suggesting it was part of a broader initiative to enhance procurement diversity.
