About this file
This document consists of the MBD Form-70 Procurement Guidelines issued by the City of Tampa, Florida, establishing minority and women business enterprise (WMBE) participation requirements for formal procurements and solicitations. The City of Tampa is soliciting bids for Iron Construction Castings through an Invitation to Bid (ITB) process to supply 19 line items of manhole frames, covers, rings, and grates for various municipal departments. All deliverables must conform to strict technical specifications, including ASTM A-48 Grade 30 for gray cast iron and ASTM A-536 Grade 65-45-12 for ductile iron, with castings required to withstand 25,000 lbs of load testing. The bid is scheduled to open on Friday, June 6, 2025, with electronic submission required through the OpenGov eProcurement Portal. The contract term will span one year from the award date, with potential renewal options for two additional one-year periods.
The procurement establishes significant set-aside provisions and discount incentives for qualified vendors. Certified Small Local Business Enterprises (SLBEs) are eligible to receive a five percent discount up to $10,000 for evaluation purposes, while certified underutilized Woman and Minority Owned Business Enterprises (U-WMBEs) can receive a five percent discount up to $20,000, also applied only for evaluation purposes. The departmental budget for this procurement is $90,000. Bidders must complete multiple forms including MBD-40 Letter of Intent, MBD-30 Payments, and MBD-70 Procurement Guidelines as part of the City of Tampa's Diversity Management Initiative. Evaluation criteria include compliance with technical specifications, business licensing documentation, adherence to the Equal Business Opportunity Program, criminal history screening documentation, and ethical standards. Vendors must also provide Safety Data Sheets and demonstrate compliance with OSHA standards.
