About this file
This is a Procurement Guidelines document from the City of Tampa, Florida, establishing policies for implementing minority and small business participation in formal procurements and solicitations. The guidelines define eligible categories across construction, construction-related services, professional services, non-professional services, and goods, with designated classifications for underutilized Women and Minority-Owned Business Enterprises (WMBEs) including Asian Business Enterprises (ABE), Black/African-American Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The procurement opportunity involves the City of Tampa's Fire Rescue Department soliciting Autovent Parts and Equipment through competitive bid (Bid Number 25-P-00175), requiring 25 units each of three specific components: a Control Module (L461-150), a Ventilation Circuit (L599-090), and an Oxygen Hose (L535026). The Invitation to Bid requires electronic submission through the OpenGov eProcurement Portal with a deadline of 5:00 pm on Monday, April 21, 2025. The contract term is one year with two optional one-year renewal periods and the City's reserve right to unilaterally extend for up to three additional 30-day periods.
The total estimated contract value is $70,000, with pricing firm for the first year and potential adjustments thereafter not exceeding the previous year's Consumer Price Index change. The procurement includes a unique bid discount provision offering 5% discounts on the total bid amount up to $10,000 for Small Local Business Enterprises (SLBEs) and up to $20,000 for underutilized WMBEs, designed to support historically underrepresented business groups. Bidders must submit MBD forms, a Bidder's Affidavit, criminal history screening documentation, and comply with background check, E-Verify, and state and local regulatory requirements. The City of Tampa's Office of Equal Business Opportunity oversees the procurement, with a certified contact list of 12 potential diverse businesses from the Tampa area. Preference is given to Black-Owned, Hispanic-Owned, Women-Owned, Asian-Owned, and Native American-Owned firms to promote economic opportunity and diversity in municipal contracting.
