About this file

The document is a Procurement Guidelines form (MBD Form-70) issued in October 2012, detailing minority and small business participation guidelines for formal procurements and solicitations. The guidelines outline specific participation requirements for Women and Minority Business Enterprises (WMBE) across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed definitions for each industry category and establishes underutilized WMBE participation targets for both prime contractors and sub-contractors/sub-consultants.

The guidelines are narrowly tailored to address participation of specific business enterprises, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The matrix in the document systematically identifies underutilized groups within each industry category, providing a structured approach to increasing minority and small business participation in procurement opportunities. The form serves as a policy document to promote diversity and inclusion in government contracting, with a focus on creating opportunities for businesses owned by historically underrepresented groups.
