About this file
This document is a Procurement Guidelines document for Minority & Small Business Participation, specifically MBD Form-70 dated October 2012. The guidelines outline participation requirements for formal procurement and solicitations across multiple industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed matrices identifying underutilized Woman and Minority Business Enterprise (WMBE) primes and sub-contractors/sub-consultants for different racial and gender categories.
The guidelines define specific business enterprise categories, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The policy is designed to narrowly tailor WMBE participation for affected groups across various industry segments, with precise definitions for each category. The document serves as a strategic framework for ensuring diverse business participation in procurement processes, detailing the specific underutilized groups in prime and sub-contract roles across construction, professional, non-professional, and goods-related industries.
