About this file

This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, focused on implementing diversity requirements in formal procurement processes. The guidelines outline specific strategies for increasing participation of underutilized Women and Minority Business Enterprises (WMBE) across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides precise definitions for each industry category and establishes targeted participation goals for different minority groups, including Black, Hispanic, Asian, Native American, and Woman-owned businesses.

The procurement guidelines are narrowly tailored to address participation gaps in various business sectors, with detailed matrices showing underutilized WMBE primes and sub-contractors/sub-consultants across each industry category. The policy applies to formal procurements and solicitations, with the intent of promoting equitable business opportunities. Businesses are categorized using specific acronyms: BBE (Black Business Enterprise), HBE (Hispanic Business Enterprise), ABE (Asian Business Enterprise), NBE (Native American Business Enterprise), and WBE (Woman Business Enterprise), providing a structured approach to tracking and encouraging minority business participation in government contracting.
