About this file

The document is a Cooperative Purchasing Agreement Form from Northcentral Technical College (NTC) for the Antigo Boilers Replacement project (Bid Number 26-138-09), designed to facilitate purchasing opportunities for Wisconsin municipalities, technical colleges, the University of Wisconsin System, K-12 schools, and other public entities. The project specifically involves the removal, procurement, delivery, and installation of a new Aerco KC1000 boilers, with NTC serving as the lead agency initiating the cooperative purchasing program for Wisconsin Technical Colleges.

The form provides vendors the option to extend their bid pricing to various Wisconsin municipal entities, with the understanding that participating municipalities will directly contact the vendor for orders, handle product receipt and inspection, and process payments. By agreeing to participate in the cooperative purchasing program, vendors can potentially expand their sales opportunities without additional bidding processes. The form allows vendors to specify the scope of their cooperative purchasing participation, including selecting specific types of municipalities or regions within Wisconsin where they are willing to extend their contract pricing.

FORM E - COOPERATIVE PURCHASING AGREEMENT

Wisconsin statutes establish authority to allow Wisconsin municipalities to participate in cooperative purchasing when the Vendors agree to extend their terms to them. Participating in the service gives Vendor’s opportunities for additional sales without additional bidding. Municipalities use the service to expedite purchases. A "municipality" is defined as any county, city, village, town, school district, board of school directors, sewer district, drainage district, vocational, technical and adult education district, or any other public body having the authority to award public contracts (s. 16.70(8), Wis. Stats.).

Interested municipalities will contact the Vendor directly to place orders and are responsible for receipt, acceptance and inspection of goods directly from the Vendor, and making payment directly to the Vendor. Northcentral Technical College, in serving as the lead agency initiating this cooperative purchasing program on behalf of other Wisconsin Technical Colleges, is not party to any disputes arising from purchases made by other colleges, and is not liable for delivery or payment purchases made by other colleges.

A Vendor's Election to Extend Prices to a Cooperative Purchasing Program can be used as a Factor in the Award Decision of this Project.
