About this file

This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, in conjunction with a Request for Proposals (RFP No. 26133-130) for a Municipal Electric Utility (MEU) Feasibility Study. The project seeks qualified consulting firms to evaluate the financial, technical, operational, regulatory, and legal implications of establishing a city-owned electric utility to replace Duke Energy Florida. The three-phase project includes Phase 1 (base award) for a comprehensive feasibility study with project management, stakeholder engagement, data collection, financial modeling, and comparative analysis; Phase 2 (optional award) for assessing a 100% renewable-powered MEU model; and Phase 3 (optional award) for evaluating alternative municipalization options and developing a transition plan. Proposals are limited to 45 pages and must be submitted as single PDF documents by March 19, 2026, at 3:00 p.m. through the City's online bidding portal. The deadline for submission questions is February 26, 2026. Shortlisting is scheduled for April 3, 2026, with interviews and selection on April 22, 2026, and anticipated council recommendation for award on June 4, 2026.

The evaluation employs a point-based system weighted as Experience and Qualifications (35 points), Project Approach (30 points), Fee Summary (20 points), and Business Outreach Plan (15 points). No specific set-asides are mandated for disadvantaged enterprises; however, vendors must submit a business outreach plan describing efforts to identify and utilize Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs), with documentation of planned or prior outreach efforts. The City allocates a budget of $750,000 from Fund 0001, Department 130, Division 1341, and retains the right to award to one or multiple vendors. For service contracts exceeding $200,000, vendors with more than 50 full-time employees must comply with St. Petersburg City Code living wage requirements. Required qualifications include minimum ten years of applicable experience for project managers, Florida Department of State registration, E-Verify compliance, current Florida licenses, and specified insurance coverage including Commercial General Liability of $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000, and Errors & Omissions/Professional Liability insurance of $1,000,000 per occurrence.

Subcontractor Utilization Plan

Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
