About this file

This is a Form C Pricing Response document for the Massachusetts Bay Transportation Authority (MBTA) RFP 105F-26 Shuttle Bus Services, which seeks to establish a pool of qualified operators to provide turnkey replacement shuttle bus services for planned and emergency subway, commuter rail, and bus service disruptions. The pricing response template requires bidders to submit separate pricing sheets for multiple service categories, including on-call shuttle services and accessible van services. The document provides estimated hourly requirements furnished by the MBTA, with on-call weekend shuttle services requiring approximately 618.5 bus hours weekly (57.5 Friday, 289.0 Saturday, 272.0 Sunday) and accessible van services requiring 287 hours weekly across seven days. The two-year contract is estimated at approximately $120 million, with work distributed among multiple awarded vendors across various shuttle service projects.

Bidders are required to complete highlighted cells in the pricing template to propose hourly rates for bus and driver operations, supervisor costs, field staff support, and accessible van operations. The Bus & Driver Rate/Hour and Van & Driver Rate/Hour must include all loaded costs encompassing insurance, maintenance, vehicle costs, overhead, management fees, facility costs, pull-out times, driver breaks, fuel, and materials. Bidders may adjust proposed hours to account for circumstances such as travel from garage to route, break times, shift minimum hours, and driver rest rules. The document requires bidders to clearly identify all assumptions, exclusions, limitations, qualifications, dependencies, and conditions upon which proposed pricing is based, with any items, services, costs, or activities not included in the pricing response to be expressly identified. The pricing response assumes a 10-week project term for weekend shutdowns and a 2-week project term for accessible van services.

Based on the route, the MBTA has furnished the approximate number of bus hours need per day. We realize that there are circumstances that will create the contract to bill more hours than the MBTA is calling for (i.e. travel from garage to route, break times, shift minimum hours). The "Proposed Bus Hours Needed" allows for bidders to change the hours to account for such adjustments. The Bus & Driver Rate/Hour includes all loaded cost such as insurance, maintenance, overhead management fees. Under supervisors section, the "Proposed Hours Needed", bidders should make similar adjust as in the Bus & Driver section if needed.
