About this file

This is an attachment to a Request for Proposals (RFP:105F-2026) issued by the Massachusetts Bay Transportation Authority (MBTA) for Shuttle Bus Services. The RFP establishes a pool of qualified operators to provide turnkey replacement shuttle bus services, including vehicles, drivers, and supervision, for planned and emergency subway, commuter rail, and bus service disruptions across the MBTA system. The two-year contract is estimated at approximately $120 million, with work distributed among multiple awarded vendors across various shuttle service projects.

This document specifically outlines prohibited acts and conduct standards that personnel performing services under the shuttle bus services agreement must adhere to. The prohibited acts include criminal violations, substance abuse, operating under the influence of alcohol or drugs, theft or misappropriation of Authority property, failure to report incidents or accidents, leaving assigned work locations without authorization, gambling, physical or verbal confrontations, weapons possession, inappropriate conduct, smoking or tobacco use in passenger service, improper parking, wearing non-prescription eyewear indoors, eating or drinking while operating vehicles, work slowdowns or stoppages, failure to secure vehicles, dereliction of duty, and use of electronic devices while operating vehicles or assisting customers. These standards establish behavioral and operational expectations for all contractors and personnel involved in delivering shuttle bus services under this agreement.
