About this file

This is a Reference Questionnaire form issued by Collier County, Florida's Procurement Services Division for evaluating qualified vendors to provide beach and waterway maintenance services. The form is designed to collect performance feedback on firms and their key personnel under an Invitation for Qualifications (IFQ) issued by the Pelican Bay Services Division. Proposers must submit one completed reference questionnaire for each required reference with their proposal; references should evaluate firms based on specific performance criteria using a scoring scale of 1 to 10, with 10 representing very satisfied and 1 representing very unsatisfied. The questionnaire requests evaluators to provide project details including project description, completion date, budget, and duration, along with ratings for ten performance criteria: ability to manage project costs, maintenance of project schedule, quality of work, quality of consultative advice, professionalism and personnel management, project administration, communication clarity, risk management, adherence to contract documents and regulations, and overall customer satisfaction.

The County is seeking qualified vendors to provide beach and waterway maintenance services on an as-needed basis, including debris removal, sand management, dune work, shoreline stabilization, erosion control, channel and inlet maintenance, beach renourishment, and emergency response services to support public safety, coastal resilience, environmental stewardship, and navigability. Historically, County departments have spent approximately $500,000 annually on these services; however, this amount may not be indicative of future purchasing patterns. The evaluation process uses the completed reference questionnaires as part of the vendor selection criteria, with evaluators scoring each item or leaving it blank if they lack sufficient knowledge, which results in a zero score for that item.
