About this file
This is a Local Vendor Preference Certification form issued by the Collier County Board of County Commissioners Procurement Services Division in Florida for use in connection with an Invitation to Bid for Answering Service for the Public Utilities Department. The certification form allows vendors to affirm their eligibility for local business preference status under Section Sixteen of the Collier County Procurement Ordinance. Vendors must meet specific criteria to qualify, including maintaining a physical business address within Collier County from which staff operates, demonstrating measurable economic contribution to the county through employment retention or expansion, tax base support, or employee residency within Collier County, and obtaining a current local Business Tax Receipt (Occupational License) from the Collier County Tax Collector prior to bid submission. The form requires vendors to certify under penalties of perjury that their local business status claims are accurate and authorizes the County to request supporting documentation to substantiate the information provided.
Vendors who misrepresent their local preference status face penalties including loss of local preference privilege for up to one year, and failure to provide requested documentation will result in the bid being deemed non-responsive. The related ITB for Answering Service indicates that the Public Utilities Department has historically spent approximately $60,000 annually on this service, though this may not be indicative of future spending patterns. The certification document contains blank fields for company name, date, signature, title, and checkboxes to indicate whether the vendor qualifies as a local business in Collier County or Lee County.
