About this file
This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division in support of Invitation to Bid No. 25-8399 for Original Equipment Manufacturer (OEM) Ford and Motorcraft Parts, Fluids, and Supplies. The certification allows vendors to declare local business status in Collier County, which may provide preferential consideration during the bid evaluation process. Vendors must affirm that they maintain a physical business address within Collier County limits (excluding post office boxes and temporary structures), contribute measurably to the county's economic development through employment retention, tax base expansion, and employee residency, and hold a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. The certification requires execution under penalty of perjury by a duly authorized corporate representative with signature authority. Bid submission for ITB No. 25-8399 is due October 15, 2025, at 3:00 PM, with the resulting contract term set for three years and options to renew for two additional one-year periods.
Vendors who misrepresent their local preference status face penalties including loss of local preference eligibility for up to one year. The county historically spends approximately $1.6 million annually on parts, with the Fleet Management Department specifically spending around $632,000 annually on Ford and Motorcraft OEM parts, fluids, and supplies. Vendors must provide percentage discounts on current published price lists, with all parts carrying a minimum twelve-month or 12,000-mile warranty. Delivery requirements are stringent, mandating stock orders within 48 hours, emergency parts within 24 hours, and back orders within five business days. Award will be made to the lowest total bid, with the county intending to select multiple vendors (primary and secondary) based on comprehensive requirements. Vendors must submit immigration certifications, conflict of interest certifications, and comply with E-Verify enrollment requirements. Comprehensive insurance and bonding requirements apply, including Worker's Compensation, Commercial General Liability, and Automobile Liability coverage, with Performance and Payment Bonds required for contracts exceeding $200,000.
