About this file

This is a Local Vendor Preference Certification form issued by the Collier County Board of County Commissioners Procurement Services Division in Florida for an Invitation to Bid (ITB) solicitation for HVAC Parts, Supplies, and Equipment. The form allows vendors to certify their status as a local business eligible for local vendor preference consideration. Vendors seeking local business designation must demonstrate a physical business address within Collier County limits from which staff operates in appropriately zoned areas, exclude non-permanent structures such as post office boxes or construction trailers, and show verifiable and measurable contribution to the County's economic development and well-being through employment retention and expansion, tax base support, and employee/principal residency within Collier County. Vendors must submit written affirmation of compliance and maintain a current local Business Tax Receipt (Occupational License) issued by the Collier County Tax Collector prior to bid submission. Historically, County departments have spent approximately $1,015,000 annually under the current agreement, though this may not be indicative of future spending patterns.

Vendors who misrepresent their local preference status in a proposal or bid will lose the privilege to claim local preference status for up to one year. The County may request documentation substantiating the information provided in the certification, and failure to provide such documentation will result in the vendor's submission being deemed non-responsive. All certifications must be made under penalty of perjury by a duly authorized corporate representative with signature authority.
