About this file
This is a Local Vendor Preference Certification form issued by the Procurement Services Division of Collier County, Florida, for use in conjunction with a Large Machine Mowing Services invitation to bid. The form allows vendors to certify their status as local businesses eligible for preference consideration under Section Sixteen of the Collier County Procurement Ordinance. To qualify for local preference, vendors must maintain a physical business address within Collier County limits from which staff operates in an appropriately zoned area, demonstrate measurable contribution to the county's economic development through employment retention or expansion, tax base support, or employee residency within the county, and possess a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. Vendors must complete the certification under penalties of perjury and provide supporting documentation upon county request; failure to do so renders the submission non-responsive.
The certification requires vendors to affirm their compliance with local business requirements at the time of bid or proposal submission to be considered eligible for local preference status. Vendors who misrepresent their local preference status forfeit the privilege to claim such status for up to one year. The related Large Machine Mowing Services contract is issued by the Collier County Board of County Commissioners for mowing services in roadway medians, side rights-of-way, retention ponds, swales, canals, and other county-maintained properties throughout Collier County. Historical spending data indicates annual expenditures of approximately $252,133.64 in FY 2022, $239,286.10 in FY 2023, $262,794.45 in FY 2024, and $351,391.07 in FY 2025, though future spending patterns may vary.
