About this file

This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in conjunction with RFP No. 25-8420, a Request for Proposal seeking an international tourism representation firm to promote the Naples, Marco Island, and Everglades destination in the Germany, Austria, Switzerland, and BeNeLux markets. The selected vendor will develop annual marketing plans, manage social media communications, coordinate public relations, participate in trade shows, conduct familiarization trips, and maintain databases of trade and media contacts. The contract term is three years with two potential one-year renewal options. Proposals are due November 28th, 2025, at 3:00 PM EST. The evaluation process uses a 100-point scoring system that includes a 10-point local vendor preference component.

To qualify for local vendor preference consideration under Collier County Procurement Ordinance Section Sixteen, vendors must maintain a physical business address within Collier County limits from which staff operates in an appropriately zoned area, demonstrate measurable economic contribution to the county through employment retention or expansion and tax base support, and possess a current local Business Tax Receipt (Occupational License) issued by the Collier County Tax Collector prior to bid submission. Vendors must certify compliance in writing at the time of proposal submission, and misrepresentation of local preference status results in loss of local preference eligibility for up to one year. The county historically spent approximately $180,000 on similar services, though this may not indicate future spending patterns, and vendors must provide comprehensive insurance coverage including Commercial General Liability and Professional Liability policies with Collier County named as additional insured.
