About this file

Form 3: Immigration Certification is a required vendor compliance document issued by Collier County's Procurement Services Division in Florida for RFP No. 25-8420, which seeks a full-time international tourism representation firm to promote the Naples, Marco Island, and Everglades destination in the Germany, Austria, Switzerland, and BeNeLux markets. The selected vendor will develop annual marketing plans, manage social media communications, coordinate public relations, participate in trade shows, conduct familiarization trips, and maintain databases of trade and media contacts. The contract term is three years with two potential one-year renewal options, and proposals are due November 28th, 2025, at 3:00 PM EST. Proposals will be evaluated on a 100-point scoring system across seven criteria: cover letter (5 points), certified woman/minority business status (5 points), business plan (20 points), cost of services (20 points), firm experience and capacity (20 points), team member expertise (20 points), and local vendor preference (10 points).

All vendors must be enrolled in the E-Verify program at the time of proposal submission and provide acceptable evidence of enrollment, which includes a copy of the properly completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. Failure to provide E-Verify enrollment documentation will result in the vendor's submission being deemed non-responsive. Vendors must attest under penalties of perjury that they are fully compliant with all applicable immigration laws, including the 1986 Immigration Act and subsequent amendments, and Florida Statutes 448.095. Collier County will not award contracts to vendors knowingly employing unauthorized alien workers, and such violations constitute grounds for unilateral contract termination. Vendors must also provide comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claim), and Workers' Compensation, with Collier County named as an additional insured. The contract will be awarded as a fixed-price professional service agreement with a flat annual fee plus reimbursable out-of-pocket expenses with no markup allowed, and the county has historically spent approximately $180,000 on similar services.
