About this file

This is a Vendor Declaration Statement form issued by Collier County Government in Florida through its Procurement Services Division. The form accompanies Request for Proposal (RFP) No. 25-8420 for tourism international representation services targeting the Germany, Austria, Switzerland, and BeNeLux markets. The county seeks a full-time firm to promote the Naples, Marco Island, and Everglades destination through annual marketing plans, social media management, public relations coordination, trade show participation, familiarization trips, and contact database maintenance. Proposals are due November 28th, 2025, at 3:00 PM EST, submitted electronically through the county's online bidding system. The contract term is three years with two potential one-year renewal options. Proposals will remain valid for 180 days from submission and will be evaluated on a 100-point scale across seven criteria: cover letter (5 points), certified woman/minority business status (5 points), business plan (20 points), cost of services (20 points), firm experience and capacity (20 points), team member expertise (20 points), and local vendor preference (10 points).

The county anticipates awarding a fixed-price professional services agreement with a flat annual fee plus reimbursable out-of-pocket expenses without markup. Historical spending for similar services is approximately $180,000 annually, though this may not indicate future spending patterns. All vendors must be E-Verify enrolled, possess appropriate business licenses, and comply with conflict of interest guidelines. Certified woman/minority-owned businesses and local vendors with Collier County business addresses receive preference points. Vendors must provide comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claim), and Workers' Compensation, with Collier County named as additional insured. The Vendor Declaration Statement requires vendors to certify, under penalties of perjury, that the proposal is submitted without collusion or fraud, in good faith, and in compliance with the county's Procurement Ordinance and ethical standards, including disclosure of any financial interests held by county officials or employees in the proposing firm.
