About this file
This is a Final Asbestos Statement of Work/Specifications document for the California Department of Education (CDE) Diagnostic Center located at 4339 State University Drive in Los Angeles. The project involves a Ceiling Tile Replacement Project that requires the removal of asbestos-containing materials (ACM) from specific locations within the facility. An asbestos survey conducted by Panacea, Inc. in October 2023 identified various ACM materials, including plaster ceilings, plaster walls, joint compound, pipe insulation, and floor tiles/mastics. The contractor will be responsible for spot removal of ACM in selected locations across the first and second floors, with work to be performed by a State of California-licensed asbestos contractor.
The project will be completed in multiple phases, with specific requirements for removal, disposal, and handling of asbestos-containing materials. The contractor must obtain necessary permits, comply with federal, state, and local regulations, and follow strict safety protocols, including establishing regulated work areas, using appropriate personal protective equipment, and implementing proper decontamination procedures. The estimated quantities of ACM to be removed include approximately 350 square feet of plaster ceilings, 300 square feet of plaster walls, and various other materials in small quantities. The contractor will be responsible for air monitoring, waste disposal, and providing comprehensive documentation of the abatement process, with all work to be conducted under careful oversight and following specific clearance criteria.

An asbestos survey was conducted by Panacea, Inc. (Panacea) for the Ceiling Tile Replacement Project in October 2023. Panacea’s survey findings are summarized in Section
3.1 of this Statement of Work (SOW) for use by the Bidder/CONTRACTOR (hereafter referred to as “CONTRACTOR”). Panacea’s survey results (table and figures) are attached to this asbestos
SOW.
For the purposes of this SOW, asbestos-containing materials (ACM) refers to material found or assumed to contain greater than 1 percent asbestos (>1% asbestos).
This SOW requires the CONTRACTOR to remove ACM from locations where follow-on renovation activities are to occur as presented in this SOW. The CONTRACTOR shall obtain all necessary permits for asbestos removal once the contract is issued and before beginning any work. The CONTRACTOR shall arrange timely inspection of all items to be removed and site conditions to ensure proper removal and disposal of the ACM in the Diagnostic Center in compliance with all applicable laws and regulations, and this SOW.
The ACM shall be removed by a State of California-licensed asbestos contractor and disposed of properly in accordance with applicable federal, state, and local laws and guidelines.
2.0 OBJECTIVE
The objective is to conduct proper removal and disposal of ACM from the Diagnostic Center in selected locations where it may be disturbed during the follow-on renovation activities for the Ceiling Tile Replacement Project.
The contractor is expected to conduct spot removal in selected locations and not complete removal of all ACM in the renovation areas.
3.0 NOTIFICATION TO CONTRACTOR
It is the sole responsibility of the CONTRACTOR to verify the quantities and conditions of ACM provided herein, comply with all applicable laws and regulations, and protect its workers and the environment from potential exposure related to ACM.
The CONTRACTOR shall perform measurements, as necessary, to estimate the cost to remove and dispose of the ACM.
The CONTRACTOR should be aware that this is a multi-phased project, and that the ACM will be removed based on the phasing of the project and not all at one time. The phasing schedule is included in the attachments.

C23-978F - Asbestos SOW Page 8 of 10
• The procedures described in this SOW are to be always utilized. If the specified procedures cannot be utilized or if alternative procedures are requested by the CONTRACTOR, a written request must be made to, and written approval must be obtained from the Client.
8.0 CLEANING AND ENCAPSULATION
• After the removal is completed, all surfaces within the RWA(s) shall be cleaned.
• All tools and equipment utilized inside the RWA(s) shall be thoroughly cleaned by HEPA-vacuuming and/or wet-wiping.
• All tools and equipment shall be cleaned and removed from the RWA(s) except for tools that may be required for additional cleaning if final visual clearance fails.
• All workers must decontaminate themselves using vacuums equipped with high-efficiency particulate air filter(s) (HEPA vacuum) and/or wet-wiping methods.
• At the completion of the final cleanup and when the CONTRACTOR’s supervisor has declared the work area free of visible dust and debris, the Client (or its consultant) shall be notified to perform the final clearance visual observation. After receiving approval from the Client (or its consultant), the CONTRACTOR shall encapsulate the areas where removal occurred inside the RWA(s).
9.0 TRANSPORTATION AND DISPOSAL REQUIREMENTS
• Asbestos-containing waste material (ACWM) [i.e., used protective suits and poly sheeting] shall be collected and placed in transparent, leak-tight containers (i.e., double bagged) or wrapping with a thickness of 6-mil as required by SCAQMD and applicable DOSH and Department of Transportation (DOT) requirements. The bags or wrapping will be stored in a lockable waste container that is leak-tight and lined with two (2) layers of 6-mil poly sheeting. The waste container will have asbestos signage on the outside of container.
• Each asbestos bag or wrapping shall have a generator label applied to the outside of the bag as required by SCAQMD. Each generator label shall include at a minimum, the generator name, location, and site address where the asbestos was removed.
• The ACWM shall be transported by a licensed transporter and disposed of at an approved landfill.
10.0 REQUEST FOR SITE OBSERVATIONS

C23-978F - Asbestos SOW Page 9 of 10
• The CONTRACTOR’s tearing down the containment(s).
11.0 AIR MONITORING AND RELEASE OF CONTRACTOR
For indoor asbestos abatement work where a NPE is established, the clearance criteria will be based on both visual observation and air monitoring.
The following shall apply:
• Personal air monitoring shall be performed by the CONTRACTOR in accordance with DOSH regulations and at no additional cost to the Client.
• The Client reserves the right to engage the services of an independent consultant to perform area air monitoring and final clearance air monitoring for the project.
• The Client (or its consultant) reserves the right to refuse to perform the final clearance visual observation and/or air monitoring and require the CONTRACTOR to reclean the work area if the RWA is judged to be visually unclean. The visual observation will be conducted in accordance with the current version of American Society for Testing and Materials (ASTM) Designation E1368.
• The final clearance air monitoring shall be conducted by the Client (or its consultant) using an aggressive sampling method and be performed prior to deregulating the work area(s) and at least 4 hours after the completion of encapsulation. The clearance criteria will be based on the results of phase contrast microscopy (PCM) laboratory analysis.
The CONTRACTOR shall include in its pricing any necessary down time for the clearance air monitoring and laboratory analysis.
• The clearance criteria shall be based on PCM analytical results. The clearance criterion for PCM samples shall be that all sample concentrations are less than or equal to 0.01 f/cc as determined using National Institute of Occupational Safety and Health (NIOSH) Method 7400, Count Rule A.
• If the CONTRACTOR fails to achieve the PCM clearance criterion, then the CONTRACTOR may request additional transmission electron microscopy (TEM) analysis at its sole cost/expense and delays. The Client shall reserve the right to approve or deny the TEM analysis request. The clearance criterion for TEM samples shall be that all sample concentrations are less than or equal to 0.01 structures per cubic centimeter (s/cc) of air as determined using the U.S. Environmental Protection Agency Yamate Level II analytical procedure. TEM results are considered to be more accurate than PCM results, and therefore TEM results shall supersede PCM results.
• The number of final clearance air samples collected shall be at the discretion of the Client and/or its consultant.
• If the clearance criterion has not been met, the CONTRACTOR shall be required to reclean all surfaces inside RWA using wet-cleaning methods and provide a negative air-filtration system during the recleaning process. This process of recleaning, allowing surfaces to dry, and retesting shall be repeated until compliance is achieved.
C23-978F - Asbestos SOW Page 10 of 10
• The Client shall bear the cost of the initial clearance air sample test for each RWA. If samples fail to pass the test as outlined above, the CONTRACTOR shall reclean the area and the area shall be subjected to repeated final visual observations and final clearance air sample tests, as necessary, until samples achieve the clearance criteria.
THE CONTRACTOR SHALL BEAR THE COST OF ALL SUBSEQUENT CLEANING,
ENCAPSULATION, SAMPLE COLLECTION, AND AIR SAMPLE ANALYSES (LABOR
AND MATERIAL) PERFORMED DUE TO FAILURE TO PASS THE INITIAL FINAL
CLEARANCE AIR SAMPLE TEST. All subsequent clearance air samples shall be collected using the same protocol listed above and shall be analyzed by the same laboratory used by the Client or its consultant. The Client or its consultant shall collect all subsequent air samples in the case of an initial failure. The CONTRACTOR shall be notified as soon as clearance air monitoring results are available.
